other costs up to an additional $10,000, which could be incurred for event supplies,
materials, event staffcommunications, and identification. She believed the process
Council went through had been outlined in July 2003.

Ms. Hosterman pointed out that the minutes of the July 15, 2003 meeting showed
a difference between what was included in the staffreport and the action Council had
taken, which was her concern.

Ms. Ayala asked Ms. Hosterman if she wanted to have the Bemal Block Party?.

Ms. Hosterman said yes, but she wanted the community to understand that the
City is paying for the Bernal Block Party.

Mr. Campbell asked about the cost for the Bernal Block Party, and wanted to
know what the party would look like.

Ms. McKeehan equated the Bemai Block Party to a First Wednesday event, which
would include community participation. At the same time, it would also provide a visual
tour of the Bernal property. There will be activities at certain locations on the Bemal
property related to uses that might be on the property as well as some history.

Mr. Campbell pointed out that the original amount indicated in July 2003 was
$25,000 and the amount has since increased to $30,000.

Ms. McKeehan indicated that the $25,000 was the first preliminary estimate as to
what the Block Party would cost. The committee now has a detailed line item budget,
which it has tried to put into perspective. She pointed out that the Bemal property is a
much bigger area as compared to the Hometown Holiday Celebration, which has a budget
of approximately $20,000.

Ms. Ayala asked Ms. Ott to provide cost information as it related to the First
Wednesday event.

Ms. Ott indicated that the cost to hold a First Wednesday event, it could cost as
much as $30,000.

It was moved by Mr. Campbell, seconded by Ms. Ayala, to accept the
updated report regarding the Bernal Block Party, and approve a not-to-exceed
allocation of $30,000 for the event.

Ms. Hosterman mentioned that she was concerned about the liability aspects of
holding a Block Party on the Bemal property. She inquired about the liability aspects, as
there is a mix of public and private property.

Pleasanton City Council 36 02/03/04
Minutes
