(SR 04:031) <br /> <br />Pamela Ott, Economic Development Manager, presented the staff report. <br /> <br /> Ms. Hosterman indicated that the reason she requested this matter be removed <br />from the Consent Calendar was because she thought this block party was driven by <br />residents. She did not realize that this was a City sponsored process. She pointed out <br />that Council never actually approved this process as a City party. In discussing the <br />matter with staff, and in reviewing past Council meeting minutes, the issue was related to <br />the timing of the Bernal Block Party. As time went on, she received a staff report and <br />realized that this committee process had begun and staffmembers were meeting with the <br />public to put this together. While she was in favor of the Bernal Block Party, she did not <br />believe Council handled this process correctly, which process now needed to be fixed. <br />She was concerned about the process and wanted Council to discuss whether the City <br />should be sponsoring the Bernal Block Party, or whether it is an event that is being put on <br />by the public for the public. <br /> <br /> Mr. Brozosky pointed out that the attached staff report from the July 15 meeting <br />indicated that staff had discussed the cost for holding the Bernal Block Party. Staff <br />figured at that time, it would cost $25,000 to hold the Bernal Block Party. He reminded <br />Ms. Hosterman that Council had approved the staffreeommendation as mentioned in the <br />report. He was confused as to why she believed Council did not approve the process. <br /> <br /> At that time, Ms. Hosterman believed Council only had discussion about whether <br />the Block Party would actually be held. She believed that if City funds were going to be <br />spent, it needed to be made clear to the public that the City is sponsoring the Bemal <br />Block Party, it is a community wide event, and funds will be allocated to hold it. <br /> <br /> Mayor Pico believed that if clarification were needed, a motion could be made to <br />clarify that the Bernal Block Party is a City sponsored event. <br /> <br /> Based on her discussion with Ms. Hosterman, Ms. McKeehan mentioned that the <br />conversation centered around the committee aspect. Generally, if a committee were going <br />to be formed, staff would support the committee's work. Council would typically <br />appoint representatives to the committee, which is what Council has done in the past. <br /> <br /> Ms. Ayala believed the physical impact would be dependent upon the size and <br />scope of the final event proposal, which is what is being considered this evening.
