Mayor Pico indicated it was more than that, as there already existed a design and
plan for the Bernal property.

Mr. Brozosky concurred with Mr. Liskamm's comments. He noted that there are
two plans, one for a sports park and one for another park, which have never been merged.
He believed the design competition would allow the community to take all of the
information, as provided from both of the Task Forces, and combine this into one
integrated part. He had a hard time understanding where Ms. Hosterman was coming
from, as her original idea for the Bemal property was to provide for open space. He
believed the sports park was half of the idea, and by integrating these ideas, Council
would get closer to that result. He did not believe a 108-acre park could he integrated
around a 50-acres sports field, which he believed was not what the community wanted.

Mayor Pico asked Council to stay focused on what the issue is tonight, as the
debate for whether a design competition would be conducted was already decided.

Mayor Pico opened the matter for public comments.

Cindy McGovem, 9206 Longview, pointed out that the community has many
needs and is looking for an equal oppo~unity. She concurred with Mr. Liskamm's
comments related to the Bernal property. She indicated that what happens to the Bernal
property is as important as what happened at the Twin Towers. The Bernal property
makes her feel like she is proud to be an American and proud to be in Pleasanton, and
proud that this property has been nurtured as a community. She sees the Bemal property
trying to tear the community apart, when in actuality, it is a beautiful opportunity. She
appreciated Mayor Pico's suggestion, which considered looking at placing some sports
fields on the Bemal property. She wanted the Bernal property designed as a whole so
that it really counts for the entire community. She implored the community to stop the
animosity that is occurring and embrace this piece of land, and hold the Bernal Block
Party, and move forward in a positive direction.

Brace Torquemada, 3072 Alburni Court, saw both sides of the argument. As a
parent and as a coach, he was hopeful that Council would also continue to move forward
with ideas for additional field in other areas of town. He liked the idea of integrating
field space availability within the School District. He stated that he was not crazy about
the delay for additional sports fields but did understand the need for the delay.

Mayor Pico closed the public testimony.

It was moved by Mr. Brozosky, seconded by Ms. Ayala, to authorize the City
Manager to execute the draft contract, as attached to the staff report, and
conceptual scope of services with William Liskzmm for a two-stage competition, in
the amount of $25,000 to be funded from the General Fund contingency, with
formal Council direction on the detailed competition process to follow.

Pleasanton City Council 34 02/03/04
Minutes
