Ms. Hosterman asked how big the park is that is located by the house?

Mr. Bocian said he was not sure of the exact size of the park.

Ms. Hosterman asked how big the property was that the house actually sits on?

Mr. Bocian indicated the property was 10,273 square feet.

Ms. Hosterman mentioned that as one of the uses for the Bernal property, Council
had been discussing the idea of a wildlife center, which could be an interpretive center
dose to the adjacent arroyo. She believed this location could serve as a place where
people could learn more about the City's entire watershed area. She believed that this
property could be an option for potential use insofar as it is close to the downtown and
easily accessible by the public. She would prefer to hold onto this property for City use
and see if something else could be found as a creative use to be incorporated into the
downtown.

In the preliminary discussions staff had with House Inc., Mr. Bocian pointed out
that House Inc. dearly understands that the City has a long term interest in that property
and any arrangement that the City would have with them would contain assurances that
the City would maintain ownership of this property, and be able to use the property at
some point in the future.

Mr. Brozosky did not believe this project could be looked at in terms of a
temporary use. He believed it would be harder to remove housing for special needs on a
temporary basis than it would be to have a BMX Park. He pointed out that there is a cost
for the extension of a sewer line to serve the existing residential properties along Vervais
Street, and if each property owner chose to connect, a pro-rata portion of this expense
would be reimbursed. If the City finds out that the property owners choose not to
connect, the City would absorb the potential large cost of $145,000 for this property.

Mr. Bocian concurred with Mr. Brozosky's comments. He noted that staffhas
had this issue for some time with this property, which is why it was placed in the Capital
Improvement Project, and why staffhas spent some time looking at it.

Ms. McKeehan concurred with Mr. Brozosky's comments related to temporary
uses. Staffrecognizes that if it would not be that easy to get someone out of a property,
particularly when it meets the needs of special needs housing. Given all the Council's
other priorities, she noted that even if staffstatted today to say it wanted to use this
property for something else, given Pleasanton's history of how long projects take, it
would take five to seven years, and that is why staffwas willing to bring this matter
forward to ask Council first before it began spending any time working on this project.
She preferred to keep this site available for park use.

Pleasanton City Council 29 02/03/04
Minutes
