Ms. Ayala indicated that she would be interested in reviewing past discussions <br />Council had regarding the Downtown Specific Plan. She noted that Council had lengthy <br />discussions regarding this property. At that time, she had visions for this property, as it is <br />the gateway to the downtown. She concurred with Mr. Brozosky's previous comments <br />that a special needs use would be an extremely sensitive use to try and remove. She <br />would appreciate input from staff as to what was discussed during the Downtown <br />Specific Plan discussion on this property, in which the use was designated for future park <br />space as it related to the future trails system, which is to follow. She noted that there is a <br />possibility of cost sharing with Ms. Hosterman's idea of a wildlife center. She preferred <br />to keep this site designated for future park use. <br /> <br />Mayor Pico opened the matter for public comments. <br /> <br /> Gary Du Clair, 4254 Vervais Avenue, a next-door neighbor to the property, <br />addressed Council in opposition to staff's recommendation. He pointed out that no <br />parking is available, and that there is no fence between the two properties, which would <br />have to be corrected. <br /> <br />Mayor Pico closed the public testimony. <br /> <br /> It was moved by Ms. Ayala, seconded by Mr. Campbell, to direct staff to not <br />proceed with discussions with Housing Inc., and continue to investigate uses that fall <br />within the land use designation specified in the Downtown Specific Plan. <br /> <br /> Mayor Pico believed there is a significant need in the community to accommodate <br />special needs housing. He also believed Council would have a difficult time in finding a <br />place that the neighbors would approve and not object to, no matter where it was <br />determined to be placed. He indicated that he had always envisioned that this site would <br />be used as an open space park. <br /> <br /> Given the square footage of the house, Mr. Campbell did not believe this property <br />would accommodate that many people with special needs, and believed it was a <br />significant amount of money to spend for that purpose. <br /> <br />The roll call vote was as follows: <br />AYES: Counellmembers - Ayala, Brozosky, Campbell, Hosterman, and <br /> <br /> Mayor Pieo <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />6e <br /> Approval of a Consultant Contract with William H.
