Mr. Grubstick said no. He believed the construction technique that was used to
try and consolidate the ground adjacent to the trench was poor, especially in the open
ground areas. He mentioned that the contractor was pulling the shields up and trying to
pour the slurry, while trying to compact it at the same time.

Ms. Ayala asked how many open ground areas there were along the entire stretch
of Vineyard Avenue?

Mr. Gmbstick was not sure what had occurred in Livermore, but in Pleasanton,
the open ground areas are on the Vineyard Avenue side to the Fire Station and then over
to the new Vineyard alignment. At the westerly end of the new Vineyard alignment, the
open ground areas go back into the street section and continue down the street. This is
more of a conventional type of construction where the pipeline is placed in the street. He
reported that staff has informed Livermore of what it discovered, and Livermore is
looking into the matter.

With a project of this size, Ms. Ayala believed there had to be someone who had a
specialty with the inspection aspect of this project. As much as she wanted to get the
roadway completed, the safety factor was more important than hurrying and completing
the project. She believed this technique was new and asked if there were qualified
contractors?

Mr. Gmbstick reported that the duct bank construction was not a new technique.
What was new about this project was the necessity for the slurry backfill above the actual
concrete duct bank where the 230kV lines are running. He pointed out that staffis not
used to pulling forms up to create the slurry above the duct bank, which normally are
filled in with a fine fill material.

Ms. Ayala stated that this was of great concern to her.

Mr. Wilson pointed out that injection grouting is not a new method and has been
used in other projects where there have been similar issues with voids.

Ms. Ayala asked if this was the best way to do the repair work?

Mr. Wilson said yes.

Mr. Brozosky asked if there had been any testing done with the slurry method
injection? He believed the slurry was for heat dissipation, and asked if the injection
would affect the other properties?

Mr. Grubstick said no.

Mr. Brozosky asked staff if it felt confident that it was not any different than the
dirt?

Pleasanton City Council 27 02/03/04
Minutes
