full responsibility and control of the repairs. Mueller Pipeline has indicated to staffthat <br />these repairs are at its expense. He noted that stafflooked for a method to expedite the <br />work so that the roadway construction could continue. The method that was selected is <br />an expensive way to do the repairs, but allows for a much shorter time frame. Mueller <br />Pipeline hired a specialty grouting contractor to do the work. As indicated in the staff <br />report, staff's conversations with PG&E have been that it will not release the bonds on <br />this project until staffinforms PG&E that it is satisfied and the repairs are complete. <br /> <br />Ms. Ayala shared Mayor Pico's concerns. She asked if this was a special project? <br /> <br />Mr. Grubstick noted that this was a new method in Pleasanton. <br /> <br /> Ms. Ayala wanted assurance that the current failure would not occur on other <br />parts of Vineyard Avenue. <br /> <br /> Mr. Grubstick believed the construction technique in the roadway sections was <br />different than the work conducted underground. He noted that the contractor was not as <br />careful with its shoring, and the compaction is different. He reported that staff has been <br />observing what has occurred along the roadway and has not seen any subsidence. The <br />only subsidence has been in the off road areas. Staff felt confident with the work that <br />was done in the street, which is where the City inspectors spent most of their time. He <br />pointed out that Kleinfelder was also present in the street area doing the compaction tests. <br /> <br />Ms. Hosterman asked if Council should have concern about future subsidence? <br /> <br /> Mr. Grubstick said no. He mentioned that along this alignment, Mueller Pipeline <br />has agreed to do injection grouting along the entire length of Vineyard Avenue. The first <br />approach was to try and identify where the subsidence had occurred and then repair it. <br />Staff did not want Mueller Pipeline to do so because it did not know where it might <br />occur. After a few areas were opened, Mueller Pipeline agreed that it would extend its <br />repairs along the entire alignment. He indicated that there is an area easterly of the <br />Vineyard alignment, which is through the vineyards, where localized areas have <br />experienced the same type of subsidence. The contractor will be repairing the work in the <br />vineyard area in the spring or summer once it has completed the other work. Mueller <br />Pipeline realizes that the highest priority is to get Vineyard Avenue built. <br /> <br />Ms. Hosterman asked if all of the repairs would eventually be made? <br /> <br />Mr. Gmbstick said yes. <br /> <br /> Ms. Hosterman asked if there was any correlation between the subsidence and the <br />safety aspect of the 230kV line? <br /> <br />Pleasanton City Council 26 02/03/04 <br />Minutes <br /> <br /> <br />
