It was moved by Ms. Ayala, seconded by Ms. Hosterman, to direct staff to <br />continue to work closely with the Spotorno family to devise an acceptable <br />development plan that would allow for the early construction of that portion of the <br />bypass road that is on the Spotorno property, but in the meantime, direct staff to <br />have conservations with the Dale Way property owners that would give the City a <br />backup plan if necessary. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman, and <br /> <br /> Mayor Pieo <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />6_~c <br />Update regarding New Vineyard Avenue Construction (IR 04:004) <br /> <br />Mr. Wilson presented the staffreport. <br /> <br /> Mayor Pico asked why there had been a failure with the installation of PG&E's <br />transmission line? <br /> <br /> Mr. Grubstick reported that the 230kV line mas from Livermore through the <br />Vineyard Corridor, down Vineyard Avenue to Bernai Avenue. There it takes a right hand <br />turn and goes under the Arroyo del Valle to the substation. The areas where staffhas <br />observed subsidence are around the new Vineyard alignment. During construction, <br />PG&E hired Kleinfelder Inc., a geotechnical consultant firm, to prepare inspection <br />reports in that area. The City's inspectors were inspecting the entire length of the <br />construction, including the undercrossings of the Arroyo del Valle, and the work that was <br />being conducted in the street area. Staff did spot inspections along the new Vineyard <br />alignment as it was being constructed. Staff anticipated this would be the simplest work <br />because it was not in an existing sweet, and because PG&E had whatever controls it <br />needed in the new Vineyard alignment. He noted that above the concrete encased <br />conduit is a slurry mix, which gets poured above the slurry mix for heat dissipation. As <br />the contractor was pulling its forms to create the slurry mix above the conduit, a void was <br />left along the sides of the trench and small equipment was needed to compact it. Staff <br />has looked at Kleinfelder's reports and noticed areas where Kleinfelder identified poor <br />compaction, in that it did not reach the 90 percent compaction that the specifications <br />called for. The contractor was to go back and recompact those areas. City staffdid not <br />catch it and neither did Kleinfelder. The wet weather led to a natural consolidation of <br />this material that created the subsidence. He believed it was a combination of <br />contributing factors, including using a technique that staff was not familiar inspecting. <br />Staff anticipated that the specialty inspector, as hired by PG&E to protect its interests, <br />would have caught these poorly compacted areas, which should have been corrected. <br />Mueller Pipeline appeared to be surprised that these areas had subsided and have taken <br /> <br />Pleasanton City Council 25 <br />Minutes <br /> <br />02/03/04 <br /> <br /> <br />
