MI. Grubstick mentioned that Summerhill was hoping to progress along with its
grading activities for the lots in order to install the utilities and pave the roadways in the
spring. Summerhill has been held up by the wet weather, but he believed by summer,
Summerhill would have the infrastructure in place. He was not sure when the homes
would be ready for sale.

If Council wanted to consider using Dale Way as alternative route, Mr. Brozosky
would like it to be done before the homes were sold. This would allow the residents to
get used to traveling in a certain direction. He did not see the need to hurry in making a
decision. He liked Mayor Pico's suggestion of keeping this matter on the table, but was
not sure if a time frame needed to be set.

Mayor Pico did not know that a fixed time table could be set with the Spotomo
family, as the City has no control over what type of plans they would submit, or even that
the plans they would submit would be acceptable to the City and to the neighborhood.
He believed Council had the opportunity to consider using Dale Way as an alternative
route in the future. He also believed it would be appropriate to revisit this matter around
the time the Golf Course opened. He did not believe there was a sense of urgency in the
matter at this time.

MI. Campbell concurred with Mayor Pico's comments. He noted that the Layton
family had been generous in entertaining the discussions, and believed the consideration
of using Dale Way was more appropriate as a desperation alternative rather than an
alternative route at the moment. He would rather continue to work with the Spotomo
family and see where it leads.

As it gets closer to the opening of the Golf Course, Ms. Ayala asked if there
would be some type of preliminary discussion that staff would have with the property
owners regarding the possibility of using Dale Way as an alternative route? She did not
believe staffhad had prior discussions with the Layton family. She asked if the Layton
family had submitted an application for a PUD? She believed Sycamore Creek Way had
been built to accommodate the golf course l~affic. She also believed that once
Summerhill continued the road, traffic would not make a sharp right mm onto Dale Way
and would continue straight on Sycamore Creek Way.

Ms. McKeehan believed that since this door had been opened, conversations
would take place as it related to the development application.

Mr. Brozosky encouraged staffto keep an open mind.

Pleasanton City Council 24
Minutes

02/03/04
