Mr. Grubstiek pointed out that if Dale Way were used on a temporary basis, staff <br />would have to aim for the existing creek crossing rather than building a second crossing. <br />Even in creating a diagonal access to Alisal Street, there would still be somewhat of an S <br />curve in that traffic will need to be brought into the sharp fight turn onto the existing <br />bridge. He noted that it is not as clean cut as it might seem. <br /> <br />Mayor Pico closed the public testimony. <br /> <br /> Mayor Pico preferred not to take any action this evening and wait a few months to <br />see what kind of plans might be coming forward with regard to proposals for the <br />Spotomo property. He would want to see if the plan is feasible before taking any action. <br />He noted that there are many months before the Golf Course opens, and hopefully, <br />Council will have the opportunity to review another plan that might provide a viable <br />option for a bypass road. <br /> <br /> Ms. Ayala asked Mayor Pico if he was dismissing the option of using Dale Way <br />on a temporary basis? <br /> <br /> Mayor Pico said no. He pointed out that serious questions were raised as to <br />whether traffic would use Dale Way as an alternative route, or if traffic would take a <br />shorter alternative route. There are also concerns related to what will happen after the <br />bypass road gets built, and would traffic continue to flow on Sycamore Road and Alisal <br />Street to get to the Golf Course. He believed these were valid concerns, as the City is <br />planning to barricade and block off the access road to the Golf Course. <br /> <br /> Ms. Ayala hoped that a plan would be forthcoming for the short trm~, but when <br />she reviewed this, she saw it as another piece to the bypass road. She pointed out that <br />Summerhill is already grading the next piece of the bypass road. She believed that once <br />Summerhill is finished and the next section is complete, there would be no way to <br />connect the streets any where else, and believed the City would be stuck until a plan <br />comes through from the Spotomo family. <br /> <br /> Mayor Pico mentioned that Council would have the opportunity to consider using <br />Dale Way as an alternative route if it looked like it would take a longer period of time for <br />the Spotomo family to devise an acceptable development plan for the bypass road. <br /> <br /> Ms. Hosterman stated that it was extremely gracious of the Layton family to allow <br />the City the opportunity to discuss using Dale Way as a temporary remedy. She was <br />concerned that Council had not focused on putting together a bypass road. She was <br />concerned about constructing a roadway, or a way to move golf course traffic through <br />that neighborhood, and then have it changed again in the future. Cdven all of the <br />problems with that particular stretch of the roadway, she preferred to leave this matter on <br />the table as a possible option in the future.
