He would prefer that the golf course traffic travel on <br />Sycamore Creek Road, Dale Way, and Alisal Street. <br /> <br /> Margo Layton concurred with Mr. Bringhurst's comments. She pointed out that <br />in addition to her family, Summcrhill owned a portion of Dale Way. She believed <br />something could be worked out if Council received feedback from the community <br />desiring to use Dale Way. <br /> <br /> Vanessa Kawaihau, 871 Sycamore Road, stated that she never supported using <br />Dale Way as an interim route to the Golf Course because she believed it might be used <br />permanently. Although she would personally benefit from having the traffic use Dale <br />Way in one direction, she did not believe, in the long mn, it would be a positive thing to <br />do. She noted that without the bypass road, the golf course traffic would impact the <br />Happy Valley community. She encouraged Council to continue its discussions with the <br />Spotorno family to meet the City's needs and to preserve the Happy Valley community. <br /> <br /> Kevin Close, 871 Sycamore Road, noted that the discussion in the staff report for <br />the bypass road conflicted with what is stated in the Happy Valley Specific Plan. He <br />asked where he could be directed to find the information that documents that Sycamore <br />Creek Way through Bridle Creek and Sycamore Heights, and parts of the golf course, <br />including the West Bridge Lane, are part of the bypass road? He encouraged Council to <br />address the traffic circulation as outlined in the Happy Valley Specific Plan. <br /> <br /> Mayor Pico informed Mr. Close that the City Attorney had defined what the City <br />believes is the bypass road. <br /> <br /> Jim Freitas, 1019 Byrd Lane, suggested another alternative for routing traffic to <br />the golf course would be to eliminate the S mm at Dale Way and direct traffic to continue <br />on Alisal Street to Sycamore Creek Way. From the opposite direction, a stop sign could <br />be located so that traffic crosses over Sycamore Road onto Alisal Street. <br /> <br /> Mayor Pico thanked Mr. Freitas for his suggestion, but believed that solution <br />would take more property in order to use this as an alternative for golf course traffic. <br /> <br /> Mr. Wilson concurred with Mayor Pico's comments. He noted that Mr. Freitas's <br />idea was valid in terms of trying to eliminate the S curve. The difficulty with his <br />suggestion is that it will require additional right of way. <br /> <br /> Ms. Ayala asked if it was worth discussing whether to consider using Dale Way <br />on a temporary basis? <br /> <br /> Even if Dale Way was used on a temporary basis, Mr. Wilson pointed out that <br />staff would be required to negotiate with the property owners a public right of way along <br />the length of Dale Way.
