The roll carl vote was as follows:
AYES: Councilmembers -Ayala, Brozosky, Campbell, Hosterman, and

Mayor Pico
NOES: None
ABSENT: None
ABSTAIN: None

There was a break at 9:15 p.m.

The meeting reconvened at 9:23 p.m.

6b(2)
Status of Bypass Road to Access the Spotorno Property and the Callippe Preserve
Golf Course and Open Space Project. (SR 04:012)

Mr. Wilson presented the staff report.

For clarification, Mayor Pico asked staff if it was recommending that Council not
make any changes, at this point in time, and to wait for a development plan to come bom
the Spotomo family?.

Mr. Wilson said yes. He stated that staff is recommending that Council not
pursue the temporary bypass road using Dale Way and that staffbe directed to continue
to work with the Spotomo family in development of the bypass road, and try and move it
through the public process.

Mayor Pico asked if there were members of the audience who wanted Council to
consider using Dale Way as an interim connection between Alisal Street and Sycamore
Creek Way until such time as the remainder of the bypass road is completed?

Several members of the audience indicated their interest.

Ms. Ayala pointed out that in order to get to Sycamore Road, drivers needed to
make a fairly significant right hand turn. Once drivers are used to traveling a certain
route, she believed it would be difficult to get traffic off Sycamore Road when the bypass
road was completed. She was worded that if drivers were not directed on to the correct
road to begin with, it would make no difference if something were negotiated with the
Spotomo family. She believed it made more sense for drivers to travel up Sycamore
Creek Way before making a right turn to access Alisal Street. She asked staff if the
Sycamore Road route was shorter for drivers coming back in the other direction?

Mr. Wilson indicated that the way traffic would travel, without any connection to
Dale Way, would be to travel north on Alisal Street, make a left onto Sycamore Road and
continue to Sunol Boulevard. Using Dale Way, traffic would travel north on Alisal
Street, make a left onto Sycamore Road, right onto Dale Way, left onto Sycamore Creek

Pleasanton City Council 20 02/03/04
Minutes
