Mr. Grubstick said yes. <br /> <br /> Kevin Close, 871 Sycamore Road, reminded Council that at a previous meeting, it <br />transferred $2.9 million dollars out of the In Lieu Park Dedication fund to pay back loans <br />to the General Fund for the Golf Course. He wondered why Council was taking <br />neighborhood community money that developers had put aside for public parks in the <br />Vineyard area. He did not believe this money would be paid back to the In Lieu Park <br />Dedication fund. <br /> <br /> Bruce Torquemada, 3072 Albumi Court, questioned the $750,000 development <br />and utilities consultant fee. He believed it to be dramatic. He realized the challenges of <br />building infrastructure and believed change orders were inevitable. By having a golf <br />course located in the Happy Valley area, he believed there would an increase in value to <br />the homes. <br /> <br /> Mr. Grubstick mentioned that a good portion of the increase to the consultant fee <br />was due to the additional length of time it took to build the Golf Course. Staffhad to <br />extend its contract with the construction manager. He noted that there were seven or <br />eight consultants dealing with this project. He reminded Council that staffpresented a <br />report in the later part of 2003, which identified all of the contract amendments that were <br />necessary to execute with those consultants. This ranged from the environmental <br />consultants to soils consultants. The $750,000 included all of the consultant fees as well <br />as the City's construction management team for the golf course. <br /> <br />Mayor Pico dosed the public testimony. <br /> <br /> Mayor Pico reiterated that the intent of this meeting was not to discuss how the <br />costs, if any, would be allocated, if appropriate, to the Happy Valley residents. He noted <br />that this was a subject for future discussion when all of the costs are realized, which will <br />be a public process. <br /> <br /> It was moved by Ms. Ayala, seconded by Mr. Brozosky, to appropriate the <br />last $4,000,000 in Certificates of Participation (COP) revenue that was derived from <br />the original sale of the COP's for the construction of the Callippe Preserve Goff <br />Course and Open Space Project, and to authorize the Director of Public Works, or <br />designee, to approve and execute contract change orders for an amount not-to- <br />exceed an additional $1,700,000. <br /> <br /> Ms. Ayala thanked staff for taking the additional time to prepare the tables <br />reflecting the change orders.
