Based on Council's action in December, Ms. McKeehan reported that staff put out
a Request For Proposal. Staff anticipates bringing responses and a recommendation as to
one of the consultants in February.

At that point in time, Mayor Pick asked if Council would be able to have further
input into the process.'?

Ms. McKeehan stated that was correct.

Mayor Pico pointed out that at that time, Council would have the opportunity to
raise additional questions or concerns.

Ms. McKeehan pointed out that the process is not finalized, and that Council
provided staff only general direction on how to move forward with the design
competition.

Mayor Pico indicated that he was not totally happy with the decision at the
December 2 meeting but it was an action he could live with because it allowed Council
to continue to move forward with the building of the two fields while providing the
flexibility to move forward with a design competition to ensure a design that will be
acceptable to the entire community. Ultimately, the design for the Bemal property would
be placed before the voters. He believed a design would be doomed for failure if the
sports organizations within the community opposed it.

Mr. Brozosky reported that he and Ms. Ayala are the representatives to the School
District's Liaison Committee. The Committee did discuss the need to find immediate
solutions for field space availability. He believed a location was available that would
address the needs immediately, which included infrastructure already in place.

Ms. McKeehan concurred generally with Mr. Brozosky's comments but noted
that the conversations with the School District were on a preliminary basis. The School
District will need to identify what space it will need prior to determining what is
available to the City.

Ms. Ayala pointed out that the School District is very supportive of meeting the
needs of the entire community. She believed the reality of the two-lighted sports fields,
with the entire infrastructure, is years out. In the meantime, the issue needs to be
addressed in the short term is to meet the needs of the sports organizations in the
community. She believed the design competition has created enthusiasm and reported
that the School District is looking to put activities together that would involve students in
the design competition and the Bernal Block Party. She believed a vision was lacking for
the Bemal property and believed there was plenty of space on the Bernal property to
integrate the sports fields.

Mayor Pico clarified the issue, which was whether Council now chooses to
reconsider its action taken on December 2, 2003 to hold a design competition.

Pleasanton City Council 8 01/06/04
Minutes
