Ms. Hosterman noted that she had quite a few questions related to the design test <br />concept and specific questions related to how the design competition should move <br />forward. She would like to be given the opportunity to voice these concerns. <br /> <br /> Ms. Ayala wondered if a discussion could be held at another Council meeting for <br />additional input to staff?. <br /> <br /> Having read the staff report, Ms. Hosterman again stated that she would have <br />liked to have the opportunity to ask questions of staff to flush out with Council her <br />concerns and be a part of the discussion. <br /> <br /> Mr. Brozosky pointed out that several workshops were held and at the last <br />workshop on the Bernal property, Council had a discussion on the design competition. It <br />was discussed at length that a motion could not then be taken. At that point, he believed <br />there was consensus by Council to conduct a design competition and staff was directed to <br />put together the procedures for a design competition. <br /> <br /> Ms. Hosterman believed Council had reached enough interest, collectively, to <br />request staff to put together the procedures for how a design competition could work. <br />She has been waiting for that oppommity to ask her many questions. <br /> <br /> Mr. Campbell noted that the final decision was not made until several weeks ago <br />and even though staff was provided direction at the workshop, the direction was not <br />binding. <br /> <br /> Mr. Brozosky was trying to figure out what had changed since that time. He <br />believed the staffreport disclosed the procedures for a design competition and not the <br />concept of it. ' <br /> <br /> Mr. Campbell asked what his role in the reconsideration was as he voted in <br />opposition to hold a design competition and in the affirmative for the other motion. <br /> <br /> Mr. Roush indicated that Mayor Pico made a motion for reconsideration. Ms. <br />Hosterman seconded that motion. Because there is a motion on the floor, it did not <br />matter how one councilmember voted on the item before. Council may now vote whether <br />to reconsider the matter. <br /> <br /> Ms. McKeehan pointed out that Mr. Campbell would not have been allowed to <br />ask for reconsideration of the matter because he did not vote with the majority in favor of <br />the motion. <br /> <br /> As a result of the action taken by Council on December 2, 2003, Mayor Pico <br />indicated that it was his understanding that staff was going to proceed with <br />recommending a consultant to assist in creating the design competition procedures.
