MATTERS INITIATED BY COUNCIL

As indicated earlier, Mayor Pico moved agenda item 7, Matters Initiated By
Council, to this portion of the meeting.

Mayor Pico made a motion to reconsider the Council's prior decision on
December 2, 2003 concerning the design competition for the Bernal property.
Councilmember Hosterman seconded the motion.

Mayor Pico proposed Council hold a discussion to see if there was any support to
reconsider its decision made on December 2, 2003 to conduct a design competition with
the requirement that the design plan include, at a minimum, the two planned baseball
fields and parking from the south as developed in Phase I of the Bemal Community Park
Task Force Master Plan, and allowing the opportunity for designers to present a second
design concept that is unconstrained. He noted that this action was a compromise that
Council reached that would allow the sports fields to continue under its present time
frame while still allowing for a design competition to be held. He reported that
Councilmember Hosterman asked that she be granted an opportunity to voice her
concerns, as she was not present on December 2.

Ms. Hosterman had a lot of questions regarding the design review process and
questions regarding the concept of whether to include the park portion in the design
review, as well as others concerns that she would like the opportunity to address. She
asked Council to find in favor of placing this matter back on the agenda to allow for such
a discussion.

Ms. Ayala believed Ms. Hosterman's questions and concerns were within the
scope of the action previously taken, and asked if she couldn't filter her additional ideas
into what has already been approved.

Pleasanton City Council 6 01/06/04
Minutes
