from Mr. Campbell's civics class would be participating in the design competition for the
Bernal Property by gathering ideas and presenting a proposal for consideration. He
believed the website for the youth in the conununity was useful and provided a wealth of
information.

Diane Wardin, 2931 Liberty Drive, was led to believe there might be a chance
that Council would reconsider its action taken on December 2, 2003 to hold a design
competition for the Bemal property. She urged Council to continue to plan to hold a
design competition, as she believed it to be the best chance in attaining a top rated plan
for the property, and a plan where ail of the different community elements could be
blended together harmoniously. She would like the park to be used by all residents of
Pleasanton and not strictly be used for specific sports activities.

Jerry Thorne, 5144 Hummingbird Road, reported that he had been in contact with
most of the sports organizations in Pleasanton since Council's last meeting. He noted
that there are still significant concerns related to including the sports fields in the design
competition and the delays that it will create. He voiced his support for Council's
reconsideration in the matter, and remove the sports fields from the design competition.

Mayor Pico clarified that Council may or may not make a decision this evening to
reconsider its decision to proceed with a design competition for the Bemal property. He
stated that he intended to bring this discussion up with Council during Matters Initiated
by Council. He pointed out that at the Council's last meeting in December,
Councilmember Hosterman was not in attendance and was unable to participate in the
discussion. Since that meeting, Councilmember Hosterman approached him regarding
her concerns and mentioned that she would like to be afforded an opportunity to express
her concerns about the decision. Since Councilmember Hosterman was not in
attendance, he stated that she could not make the request for reconsideration. Again, he
stated that he would raise the issue under Matters Initiated by Council, and that public
comment would not be allowed. Mayor Pico indicated that he would adjust the agenda,
and at the conclusion of Meeting Open to the Public, Council would discuss and consider
taking action to reconsider its decision regarding the design competition.

Councilmember Hosterman concurred with Mayor Pico's comments and stated
that she would like to be given an opportunity to ask questions in the matter.

Kevin Close, 871 Sycamore Road, thanked Council for agreeing to hold a
discussion on the status of the golf course bypass road, which he understood would be
held on January 20. He hoped the staff report would reflect the location of the bypass
road, as noted in the Happy Valley Specific Plan.

Vanessa Kawaihau, 871 Sycamore Road, supported Mr. Close's comments.

Jerry Wagner, 6344 Alisal Street, addressed Council regarding the golf course
bypass road and complained about an incident involving his property located at the
Pleasanton Mobile Home Park.

Pleasanton City Council 4 01/06/04
Minutes
