encouraged Council to think about future families who might see the need for parks and <br />asked Council to find another way to fund the bypass road. <br /> <br />Jerry Wagner, 6344 Alisal Street, spoke in opposition to staff's recommendations. <br /> <br /> Kevln Close, 871 gyeamore Road, commended Council for trying to secure funds <br />to fund the bypass road but did not agree with the proposed recommendations. <br /> <br />The public hearing was closed. <br /> <br /> Mr. Campell asked Ms. McKeehan what the likelihood would be of reimbursing <br />the In Lieu Park Dedication Fee fund the $2.8 million dollars. <br /> <br /> Ms. McKeehan noted that once money is transferred out of the fund for In Lieu <br />Park Dedication Fees, it would not be transferred back unless at some point, Council <br />chose to take other General Fund money and transfer it into the fund for In Lieu Park <br />Dedication Fees. Again, she reminded Council that land for parks that it had discussed <br />purchasing was not for neighborhood parks, it was for community parks. When In Lieu <br />Park Dedication funds are used, the funds can only be used in a particular neighborhood <br />where a neighborhood park is being proposed, or for a community park. Staff anticipates <br />that neighborhood parks will be dedicated, and all that will be lef~ will be the need for <br />community parks. <br /> <br /> Mr. Brozosky pointed out that in the Vineyard Corridor Specific Plan there is no <br />neighborhood park. He believed the community park would be the neighborhood park. <br /> <br /> Ms. McKeehan pointed out that the difference with the Vineyard Corridor is not <br />the issue of having enough funds to purchase land; the issue is that the City may not want <br />to buy that land for a long time. <br /> <br /> Ms. Ayala acknowledged Mr. Brozosky's comments related to the General Plan. <br />She proposed that Council wait until it gets through the General Plan process to see what <br />needs to be funded for parks before money is removed from one fund. <br /> <br /> If action was not taken tonight, Mr. Brozosky asked Ms. Ayala if she believed <br />another source should be found to fund the bypass road. <br /> <br /> Ms. Ayala indicated that she did not direct staffto consider the potential of using <br />In Lieu Park Dedication Fees as a means to fund the bypass road. <br /> <br /> It was moved by Ms. Ayala, seconded by Mr. Brozosky, to direct staff to f'md <br />other sources for funding within the $500,000 to $1 million dollar range, the bypass <br />road and wait until the General Plan process was completed to determine park <br />needs are In the community before money is transferred from the In Lieu Park <br />Dedication Fees fund. <br /> <br />Pleasanton City Council 32 01/06/04 <br />Minutes <br /> <br /> <br />
