Mr. Brozosky compared the money to a replacement fund where the money could <br />be spent today instead of using the interest for when equipment and/or vehicles needed to <br />be replaced. <br /> <br /> Ms. McKeehan pointed out that one could not make this comparison as City <br />equipment and vehicles are continually being replaced, and parkland is not continually <br />purchased. <br /> <br /> Mayor Pico did not share Councilmember Brozosky's concern. He believed that <br />if Council had directed staffto research the potential for using In Lieu Park Dedication <br />fees when it had acquired the golf course property, it could have potentially used the $2.8 <br />million dollars. <br /> <br /> Ms. McKeehan pointed out that the situation has changed since that time. She <br />also pointed out this same approach was taken every time Council had directed staffto <br />research the potential for funding something that was not previously in its vision. <br /> <br /> Mr. Brozosky believed this would be borrowing against the future for parkland, <br />and unless the General Plan is amended, there would be no way to finance those projects <br />in the future. <br /> <br /> Mayor Pico did not believe there was a reason to take action tonight, as this same <br />action could be taken a year from now or whenever Council considers its Capital <br />Improvement Plan. Staff has just provided options in response to direction by Council. <br /> <br /> Ms. Ayala expected to see several options to fund the bypass road. She believed <br />Council obligated itself to a bypass road and strongly believed it should be funded. She <br />stated that she was not comfortable with staff's approach. <br /> <br /> Mr. Brozosky concurred with Ms. Ayala's comments. He wanted to fund the <br />bypass road and would like the funding closer to $1 million dollars. <br /> <br />Ms. Hosterman stated that she was comfortable with staff's recommendations. <br /> <br />Ms. McKeehan indicated that staffhad no preference. <br /> <br /> As a result of Council's previous discussion in the matter, Mr. Bocian noted that <br />staff focused on creative ways to utilize the In Lieu Park Dedication Fees. <br /> <br /> Mr. Brozosky noted that he was one of the members of the Council that had <br />originally made this request, but now he was not comfortable with it. <br /> <br />Mayor Pico opened the matter for public comments. <br /> <br /> Vanessa Kawaihau, 871 Sycamore Road, noted the importance of the In Lieu Park <br />Dedication Fees for the community, which is to provide park and play areas.
