Ms. McKeehan noted that there are other issues related to the Vineyard Corridor <br />Park. The City has delayed its pursuit in trying to purchase the land. She did not <br />anticipate the City acquiring it in the near future. <br /> <br /> Unless Council chose to amend the General Plan, Mr. Brozosky did not believe it <br />would be in the City best interest to follow staff's recommendation. He suggested <br />waiting until the General Plan is completed, and then review the matter. In the meantime, <br />Council could explore other options. He stated that he would like to see the Bypass road <br />built in 2004. <br /> <br /> Ms. Ayala believed staff would be providing a variety of options in obtaining the <br />necessary funds for the Bypass road. <br /> <br />Ms. McKeehan stated that the funds would need to come from other projects. <br /> <br /> Mayor Pico believed the options as presented by staff were consistent with what <br />he wanted. While the cost of parkland continues to escalate, the City's money is only <br />earning a small amount of interest. He acknowledged other needs of the City, and at the <br />time he asked the question, he was thinking of the Bernal property. He believed the <br />options, as presented by staff, were a creative way. He reminded Council that money was <br />advanced for the purchase of the golf course property and for open space. Staff had <br />reported to Council that it could legitimately use $2.8 million dollars of In Lieu Park <br />Dedication Fees to purchase the golf course property. If Council chose to do so, it could <br />reduce the other amount of advances the City has made to the golf course project, which <br />would allow for greater flexibility to the Capital Improvement Project to fund a bypass <br />road or fund additional projects on the Bemal property or anywhere else it chooses. He <br />pointed out that potentially the $2.8 million dollars could currently be used at today's <br />costs for the City's immediate needs instead of sitting in a reserve fund and accumulating <br />over the years for property the City is not sure it will need to acquire. <br /> <br /> Mr. Brozosky pointed out that the City would be borrowing money against <br />residents who are moving into the community who are expecting the same level of <br />service in their neighborhoods that are afforded to current residents. <br /> <br /> Ms. McKeehan did not believe it was to the point of providing parks in a <br />respective neighborhood, which she believed were provided as part of a big development <br />project. This money was for community parks, and the Park In Lieu Fees could not be <br />used for neighborhood parks, except in the "neighborhood" where the fees were <br />generated. She pointed out that whenever General Fund money could be used, staffhas <br />provided the most flexibility possible, as there is no restriction on that source. <br /> <br /> Mayor Pico believed the City could use the $2.8 million dollars and purchase land <br />for a park if it wanted to do so. <br /> <br />Pleasanton City Council 30 01/06/04 <br />Minutes <br /> <br /> <br />
