Ms. Ayala believed it was importmat to the voters to realize they are paying for it <br />and that it is reflected in thc disposal rates. <br /> <br /> Mr. Mathews noted that Measure D is the source reduction-recycling act of <br />Alameda County. It is a County Charter amendment and requires these funds to be used <br />to purchase recyclable content products, to develop markets for recycling for the <br />jurisdictions within Alameda County, for recycling programs, to work on source <br />reduction programs, and establish the Recycling Board that oversees the funds and <br />programs. <br /> <br /> In response to an inquiry by Ms. Ayala, Mr. Mathews indicated that the Authority <br />also collects fees separate fi.om the recycling board fees. The Authority collects a facility <br />fee and a household hazardous waste fee. In combination, the fees are used for <br />household hazardous waste collection stations distributed throughout the County. The <br />Authority implements recycling programs such as organics diversion, which is residential <br />and commercial food waste. He pointed out that the City is not implementing a <br />commercial food-scrap recycling program at this time. The funds granted to Pleasanton <br />come from a budget that is approved by the Board on a yearly basis. He supported staff's <br />recommendation, and noted that the Authority presented this program to the City several <br />years ago. Food waste remains one of the most significant portions of the City's waste <br />stream. He mentioned that the participation rate of the citizens of Pleasanton during the <br />pilot program was outstanding, with 29.7% participation. The goal in reaching the <br />Measure D mandate is 75% of which the City of Pleasanton is at 48%. <br /> <br /> Mr. Brozosky inquired about the City of Dublin's Commercial Recycling <br />Program and asked Mr. Mathews how successful the program was, and if it should be <br />recommended for the City of Pleasanton. <br /> <br /> Mr. Mathews pointed out that commercial businesses contributed a significant <br />portion of food waste. With a small number of businesses, a good portion of the <br />commercial waste stream can be addressed. He indicated that food waste is the fourth <br />most disposed item in Pleasanton. He encouraged the City to encourage its residents to <br />comply with the Food-Scrap Recycling Program and to implement the program in a <br />timely manner. The Authority will be helping the City measure its participation in the <br />program and help address issue as they surface. <br /> <br />Mayor Pico opened the matter for public comments. <br /> <br /> Vanessa Kawalhau, 871 Sycamore Road, mentioned that the Green Waste <br />Program did not include the Happy Valley Area. She requested the Happy Valley <br />residents, who are willing to participate in this program, be included. <br /> <br /> Mr. Brozosky asked if Pleasanton Garbage Services serviced the Happy Valley <br />area and wondered if the Measure D funds were treated differently for the unincorporated <br />areas of the City. <br /> <br />Pleasanton City Council 27 01/06/04 <br />Minutes <br /> <br /> <br />
