Mr. Brozosky pointed out that the funds for the Food Scrap Recycling Program <br />would be used for residential only. He noted that the School Liaison Committee talked <br />about applying this money to schools, as there is a tremendous amount of food waste. He <br />believed education on recycling starts with the youth. He thanked Pleasanton Garbage <br />gervlee (PG§) for looking into eompostlng and believed it was a great benefit to the <br />community. <br /> <br /> In response to an inquiry by Ms. Ayala, Mr. Fialho noted that Measure D would <br />be in existence in the year 2008. He affirmed that the City receives $265,000 a year. If <br />interest income is included and one-time money is included, it equates to $300,000 per <br />year. In the past ten years, the City has not spent any of the funds, which is the reason for <br />a reserve of $1.8 to $1.9 million dollars. The $1.9 million dollars will subsidize the Food <br />Scrap Recycling Program over the next four years and will draw on the reserve. The City <br />is also receiving money from Measure D, earning interest and obtaining one-time monies. <br /> <br /> In response to an inquiry by Ms. Hosterman, Mr. Fialho indicated that the <br />remaining $500,000 at the end of four years is the worst-case scenario. He pointed out <br />that roughly $100,000 to $150,000 is related to disposal costs, and believed this cost <br />would decrease. Pleasanton Garbage Service's theory is that the cost will increase. It <br />could be less than $635,000 and if it is, it means there is more money at the end of the <br />four-year cycle to apply to any other activity or the Residential Food Scrap Recycling <br />Program. <br /> <br /> Ms. Hosterman recalled a discussion had been held in the matter, which resulted <br />in Council including potential costs to ensure that everything would be covered. <br /> <br /> Mr. Brozosky wondered if the amount of diversion was measured on a yearly <br />basis? <br /> <br /> Mr. Fialho indicated that twelve months of implementation is needed in order to <br />measure the diversion. <br /> <br /> Mr. Brozosky believed that at the end of four years, Council would need to <br />determine whether it is worth the cost. <br /> <br /> For the benefit of the public, Ms. Ayala asked staffto provide an explanation, a <br />definition, and language of the ballot measure for Measure D. <br /> <br /> Brian Mathews, Program Manager, Alameda County Waste Management <br />Authority, stated the purpose of the Measure was to promote recycling in Alameda <br />County. Half of the money that is collected for disposal is returned by population <br />formula to the jurisdictions in Alameda County.
