Mr. Fialho reported that Pleasanton Garbage Serv/ces generallyprovides service <br />to all of the unincorporated areas in ?leasanton, ineluffmg Castlewood, Happy Valley and <br />Sunol. The City does not regulate this program but the same services available to <br />Pleasanton residents are usually offered to residents in the unincorporated areas of the <br />City. He suggested that Ms. Kawaihau discuss the matter with Pleasanton Garbage <br />gervices to request the servlee. He noted that the County, not the City, would reeelve <br />Measure D funds for the unincorporated areas. <br /> <br /> Ms. Hosterman indicated she would investigate the matter and follow up with Ms. <br />Kawaihau. <br /> <br /> Matt Sullivan, 7882 Flagstone Drive, presented written communication in support <br />of the Food Scrap Recycling Program. He mentioned that at recent General Plan Update <br />community meetings, comments had been made that the City should improve its <br />recycling efforts. He believed this program was worth spending the Measure D funds. <br /> <br />The public hearing was closed. <br /> <br /> It was moved by Ms. Hosterman, seconded by Ms. Ayala, to implement a <br />residential Food Scrap Recycling Program in the City of Pleasanton. <br /> <br /> Ms. Hosterman thanked Alameda County Waste Management Authority for <br />providing the City money to start this program as well as City staff for its hard work. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman, and <br /> <br /> Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />6b <br /> Review of Uses for the In Lieu Park Dedication Fee (SR 04:007) <br /> <br />Steve Bocian presented the staff report. <br /> <br /> Ms. Ayala could not recall how Council got to this point. She recalled that at a <br />meet'mg in June, 2003 she made a motion, which was seconded by Mr. Brozosky, to <br />direct staff to place a m'mimum of $500,000 and a maximum of$1 million dollars into <br />the Capital improvement Program for the Happy Valley Bypass Road. <br /> <br /> Mr. McKeehan said that was one of two actions taken by Council. The other <br />action was initially raised by the Parks and Recreation Commission and Mayor Pico at <br />the Council which directed staff to see if there would be any flexibility in terms of how <br />the In Lieu Park Dedication Fees could be used.
