To follow up on Mr. Brozosky's comments, Ms. Ayala referred to Item D on page <br />20 regarding the Complimentary Rounds Form. She noted that this section required the <br />General Manager to record all complimentary rounds to be reviewed quarterly. With this <br />clause included, she felt a level of comfort with respect to the complimentary green fees. <br /> <br /> Mr. Wolfe mentioned the General Manager would provide to the City the <br />oppommity to review the complimentary rounds that it provided. <br /> <br /> Mr. Brozosky pointed out that environmentally sensitive areas are being restored <br />on the golf course. He asked how these areas would he marked to keep players out. <br /> <br /> Mr. Isaak noted that signage, education and local rules would address how to play <br />a certain area. Local rules address how to play an area, which is recognized in the golf <br />industry with a colored stake that has a green top, which informs the golfer that it is in an <br />environmentally sensitive area, and not to enter. The remaining color of the stake <br />informs the golfer how to play for score purposes. Information will be provided in the <br />shop, and marshals will be trained to observe and guide in these areas. <br /> <br /> In response to an inquiry by Mayor Pico, Mr. Wolfe indicated that the employees <br />of the golf course would not be employees of the City. <br /> <br /> Mayor Pico asked what the level of compensation and benefits would be for these <br />employees as compared to Park and Recreation employees of the City. <br /> <br /> Ms. Issak stated that the rates of pay reflect the market. CourseCo is not <br />governed by union agreements in this context or by any other collective bargaining <br />agreements. CourseCo pays the market rate, which is sometimes slightly under or <br />slightly over on a particular position. Benefits typically provide department heads with a <br />full health premium. For other employees it equates to about 60 percent that is paid by <br />CourseCo with the remainder paid by the employee. He noted that vacation benefits are <br />provided but not retirement benefits. <br /> <br /> Mayor Pico stated his concerns and reservations regarding the compensation and <br />benefits, as the City will indirectly be paying for the golf course employees. He was <br />particularly concerned that they would not be provided with retirement benefits or a <br />benefit package that was in any way close to or comparable to what some of the City <br />employees are being paid. He did not want to be in the position of being charged as a <br />"WalMart," and wanted to have more information about the compensation package, pay <br />scales and benefits and how they relate to the other employees within the City of <br />Pleasanton. <br /> <br />Mr. Brozosky pointed out that City employees would receive better benefits. <br /> <br /> Ms. Ayala believed that if retirement benefits were paid at the same rate as City <br />employees, the golf fees would be set so high that no one would want to golf at the <br />Callippe Preserve Golf Course. <br /> <br />Pleasanton City Council 18 01/06/04 <br />Minutes <br /> <br /> <br />
