Ms. Ayala referred to item 10, page nine of the Policy and Procedures Manual,
which stated that the Director of Parks and Community Services has the ability to
schedule two special golf outings per year (including one for City employees, if desired)
without the minimum number of player requirements for either weekend or weekday
play. She asked staff to provide clarification.

Mr. Wolfe reported that the intent was not to give the Parks and Recreation
Director a lot of latitude in scheduling tournaments. He proposed that the language be
changed to state "on behalf of the City," as it clearly is at the City's need to hold
tournaments and not for the Director's.

Ms. McKeehan believed the intent was to allow the City to hold tournaments
without having to meet the requirements placed on others. She noted that Council would
be made aware of when those tournaments were taking place.

Ms. Ayala asked how this section could be restated.

Ms. McKeehan noted that the language could state that "the Parks and
Community Services Director has the ability to schedule two special outings per year
without the minimum number player requirements for either weekend or weekday play."

Mr. Wolfe pointed out that the wording in parenthesis "including one for City
employees, if desired" would be deleted.

Ms. McKeehan pointed out that there is no free play time for City employees and
all fees would be paid.

Ms. Ayala referred to Section VI, School Team Play of the Policy and Procedures
Manual and noted that it refers to the high schools and not the middle schools. She
wanted to make sure the middle schools were not left out.

Mr. Wolfe pointed out that Section VI did include Village High School, which he
believed did not have a golf team. He did not believe it would be an issue to add middle
schools if they have a golf team.

Mr. Brozosky referred to Section XI, Complimentary Golf Policy, of the Policy
and Procedures Manual. He wanted to know if it was customary to have this many
organizations listed that would receive complimentary green fees.

Mr. Isaak indicated that most Procedure and Policy Manuals that CourseCo
operates under do not address complimentary green fees. What is customary in the golf
business is that Class A members, Pros and superintendents are usually extended courtesy
at virtually every golf course. It is typically subject to advance reservation and space
availability so that it is not replacing a fee round.

Pleasanton City Council 17 01/06/04
Minutes
