Ms. McKeehan reported that staff went through a logical process as to why the <br />City should hire an operator and have the operator hire its own employees. She believed <br />the City needed to stick to doing what it does best. Operating a golf course opens up an <br />area of operation that the City has no experience in. <br /> <br /> Mr. Brozosky pointed out that many of the services that out of the Parks and <br />Recreation Depa~'tment are through private individuals who are paid a fee, and who are <br />not City employees. <br /> <br /> Ms. McKeehan noted that this was true for certain classes. She provided the <br />example of the City choosing to contract out median maintenance, which was done in full <br />agreement by the employees' association because it was an area that required less skill <br />than what City employees typically do. By hiring a contractor, the work is done more <br />efficiently. She noted that the decision to hire an operator for the golf course was not <br />based on cost perspective, but based on picking the best people to run the golf course, <br />which staff feels the City currently does not have. <br /> <br /> Ms. Ayala mentioned she had discussions with golfers and members of the Golf <br />Course Committee. Based on those discussions, she realized that CourseCo is one of the <br />best operators around, and believed this is what would make the Callippe Preserve Golf <br />Course viable. She believed if the City became responsible for providing comparable <br />salaries and benefits for the golf course employees, the golf fees charged would have to <br />be astronomical. <br /> <br /> Mr. Iremonger acknowledged there were a number of benefits that CourseCo <br />would not pay that City employees do have. <br /> <br /> Ms. McKeehan noted that the City would have to subsidize the golf course more <br />than what is expected if comparable salaries and benefits were provided. <br /> <br /> Mayor Pico said he would not feel comfortable with entering into an operating <br />agreement until he was provided an analysis of what the rotes and employees benefits <br />were going to be and how that would compare to what is currently offered to City <br />employees. He believed the City had some level of responsibility for the employees of <br />the golf course, who are indirect employees of the City. He would like Council to have <br />an opportunity to review and make a decision as to whether it felt the salary and benefits <br />were adequate enough, regardless of what the impact on fees would be. <br /> <br /> Mr. Brozosky mentioned that the Annual Plan would address expenses, which <br />included salary and benefits.
