Mr. Isaak indicated that the residents of Oakland receive a moderate discount.

Ms. Ayala wondered if golf discounts were set in terms of a percentage or a fixed
amount?

Mr. Isaak indicated that the discount could go either way. In Oakland, it is not
based on a percentage. He noted that CourseCo offers a fairly sharp discount, but only
during restricted periods. He believed there were many ways to address this, and noted
that it is important to be fluid in this respect because there are groups who are delighted
to receive a big discount and are able to play during certain restricted times. The more
popular times can be preserved to generate revenue that is needed.

Mr. Wolfe pointed out that staff wanted to take advantage of CourseCo's
expertise in this area in terms of deciding what those options might be. The 15 percent
discount had been discussed since his involvement with the golf course over the past six
years. The discount is not in the agreement because it allows Council the flexibility to
make a budgetary decision to make the fee less or more as opposed to locking the
discount fee in the agreement. Before Council makes its final decision, staffwanted the
oppommity to provide some type of analysis as to how much revenue would be lost in
offering a discount that would show what the real effect would be on the golf course.

Mr. Brozosky thought it would be helpful to obtain a consensus from Council as
to what it would like the discount to be so that direction could be provided to staff and the
Parks and Recreation Commission when they are looking at establishing the rates. Since
this was not a part of the contract, he believed Council would have to provide separate
direction.

Ms. McKeehan suggested that it be done the other way around. She noted that the
Golf Course Committee wanted to continue its discussions to come up with something
that made sense. There are many different options to approach the discount rates.

Mr. Brozosky noted that he was confused as to the role of the Golf Course
Committee and what Council expects it to do in the future.

Before the Committee's work is done, Mr. Wolfe indicated that the Golf
Committee would like to discuss a fee schedule and be significantly involved in the
development and the potential grand opening of the golf course. Staff did indicate to the
Golf Committee that when the discussion of setting the golf fees was ready, it would be
taken to it for their consideration. He indicated that most of the Committee's work had
been completed.

Ms. Ayala noted that preferential tee times were not mentioned. She believed it
should be locked in tonight in either the Operator Agreement or the Policies and
Procedures Manual.

Pleasanton City Council 14 01/06/04
Minutes
