Mr. Wolfe pointed out there was a statement in the agreement regarding <br />preferential tee times. There was significant interest by the Golf Course Committee in <br />how preferential tee times could be treated. Some of the Committee wanted it to be <br />similar to Poppy Ridge where tee times could be secured up to 30 days in advance, or as <br />little as eight days in advance for residents and seven days for non-residents. He believed <br />one week in advance seemed to be standard. The Golf Committee did discuss working <br />with CourseCo to come up with a fair and reasonable plan to allow Pleasanton residents <br />first opportunity to utilize the golf course. One of the major concerns mentioned was that <br />golfers not monopolize certain tee times. <br /> <br /> Mr. Brozosky asked if the contract could be structured to state that there would be <br />preferential tee times for Pleasanton residents and that it be set each year with the Annual <br />Plan. <br /> <br /> Mr. Wolfe indicated that it was possible. However, it creates confusion with <br />golfers who are used to golfing at a certain time if it is changed. Again, the idea was that <br />staff would work with CourseCo and utilize its expertise in managing golf courses to help <br />advise what is the best approach allowing Pleasanton residents first opportunity to utilize <br />the golf course. He clarified that the preferential tee times were mentioned in the Policy <br />and Procedures for the golf course <br /> <br />Mr. Brozosky asked if the City could change the Policy and Procedures? <br /> <br /> Mr. Wolfe mentioned that there is a process to change the Policy and Procedures, <br />which is not reflected in the contract. He noted that the Policy and Procedures are the <br />working document for CourseCo that informs it how the City expects its golf course to be <br />operated. Should the City choose to make changes to it, it would be at our discretion to <br />do so. <br /> <br /> Mr. Brozosky noted that over time, Council would have the ability to make <br />changes, which would probably start with the Golf Committee and/or the Parks and <br />Recreation Commission and then to Council for its final review. <br /> <br /> Unless Council decided to keep the Golf Committee in place, Mr. Wolfe noted <br />that any changes to the Policy and Procedures would go through the Parks and Recreation <br />Commission and then be brought forward to the Council for final action. <br /> <br /> Mr. Brozosky wanted to make sure the City was not prematurely locking itself <br />into something. <br /> <br /> Ms. Ayala referred to Section E of the Policy and Procedures, which referred to a <br />Reservation Policy.
