It was moved by Mr. Brozosky, seconded by Ms. Hosterman to take the foflowing actions: Ratify the regional and adopt the local wastewatcr characteristic factors in the attached resolution (Resolution 03-106) to provide uniform flow and strength factors in the sewer service areas for the City of Pieasanton and the Dublin San Ramon Services District (])SI?SD). Introduce Ordinance No. 1895, changing the residential dwelling deseriptinns in the City's Municipal Code to match the land use classifications currently being constructed within the City of Plensanton/DSRSD sewer service areas. Introduce Ordinance No. 1896, modifying the local wastewater quality discharge llmi~s to match those adopted by DSRSD's Board to comply with DSRSD's National Pollutant Discharge ]~llmlnation System (NPDES) permit. The roll call vote was as follows: AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman, and Mayor Pieo NOES: None ABSENT: None ABSTAIN: None Item 6F Auuroval of Program Guidelines for the Proposed General Plan Message Forum. (SR 03:267) Mr. Bocian presented the staffreport. Ms. Ayala raised a question regarding the tallying of the responses on the Forum. Due to the electronic age we are currently in, Ms. McKeehan noted that staff is recommending that not be done because it is not unusual for someone to go to the website and place many responses to direct a certain outcome. Mr. Bocian pointed out that the intent of this Forum is to allow for a dialogue regarding the General Plan. Ms. Ayala wondered if someone could be prohibited fi'om participating in the Forum if they continually posted the same message.
