Ms. Ayala wondered how the info~ation ~ the st efrepon ~tat~a to some
correspondence she had received regarding water connection fees.

Ms. McKeehan mentioned that staffreceives these requests frequently, and in this
particular individual's case, he is trying to lease his building and is asking what would the
person be charged for a sewer connection fee. The real issue of the letter was how much
credit do I receive for the prior use of the building and how does that compare to the
amount charged for the new one.

Ms. Ayala believed that we should do whatever we can to help businesses within
the City that are suffering. She assumed she would be helping by approving this tonight
by lowering some fees. She asked ifDSRSD had been charging too much?

Ms. McKeehan noted that this matter is reviewed ail the time and is continually
adjusted.

Ms. Ayaia asked who initiated the study.

Mr. Cusenza indicated that DSRSD initiated the study. DSRSD initiated the
study because it was long overdue and because there was a perc~option that the fees were
not applied consistently. This is a formai attempt to show that in our records and codes
we have the same fees. It is important to note that this is a guide for businesses coming
in. The actual regionai fee has not been changed since 1999 and the flow and quality
components of these fees have not changed since 1999. This is how the industry
classifications have changed over the years as we obtain better data in supporting these
classifications.

Ms. Ayaia pointed out that one could argue that most of the growth occurred in
Pleasanton and Pleasanton developers paid ail of these hefty fees.

Mr. Cusenza stated that she was correct; however, noted the fees prior to 1990
were less than now.

If this is adopted, Mr. Campbell asked if it would be applicable for new
businesses that would request sewer and water hookup.

Mr. Cusenza informed him that this is just for connection fees and applies for new
businesses.

If a restaurant, which pays a higher connection fee, changed its uses to something
different, Mayor Pico wondered if there would be a credit.

Ms. McKeehan said the property owner would not get any money back but
depending on the change of the use, no additionai fees would be paid.

Pleasanton City Council 25
Minutes

09/16/03
