Ms. Brozosky was aware that anyone wishing to participate in the General Plan
process through the message forum would be required to register. However, he
questioned the need to register if someone only wanted to review the information.

Ms. McKeehan mentioned that staff would provide this information if requested
and noted that if something is removed, the information would be put in one place.

Mr. Brozosky urged staffto move as quickly as possible in order to generate me
of the message forum in the community.

Vanessa Kawaihau, 871 Sycamore Road, spoke in favor of the proposed message
forum. She will be promoting this within the homeowner's group in Happy Valley to try
and get them involved. She was glad to see that the General Plan is on the City's website
and believed communications could be enhanced if Pleasanton residents had access to the
Housing Element. This would help faciY~tate their understanding of the need for
affordable housing in the community and the densities that are being proposed on the east
side, and might even prompt those with large lots to put in secondary housing units for
someone not necessarily in their family.

Mr. Brozosky thanked staff for placing the General Plan on the website and asked
if the Homing Element within the posted General Plan is the 1996 plan.

Mr. Bocian believed the Master Plan had been updated but noted that he would
check into it.

It was moved by Mr. Brozosky, seconded by Mr. Campbell, to adopt
Resolution 03-108, approving guidelines for a General Plan Message Forum as set
forth in the staff report.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman, and

Mayor Pico
NOES: None
ABSENT: None
ABSTAIN: None

7. MATTERS INITIATED BY COUNCIL

Mr. Campbell requested staffreview the policy for affordable housing related to
renting of rooms. He would like to see something added to the policy that would address
this and prohibit renting out of rooms.

There was consensus on Council to request staff to review the policy.

Pleasanton City Council 27 09/16/03
Minutes
