On behalf of the Council, Mayor Pico expressed his appreciation to the SLums for <br />withdrawing their application. <br /> <br />Itern 6b <br /> <br />ADDroval of Measure D funds to support the Pla~nton (7,0 Green Tnltioelve o, <br />various local school sites, (SR 03:252) <br /> <br />Mr. Fialho, presented the staffreport. <br /> <br /> For clarification, Ms. Ayala inquired where the $1.9 million in Measure D money <br />originated. <br /> <br /> Mr. Fialho informed her that the 1.9 million came from a surcharge that is <br />imposed on every ton of refuse that is deposited in the County landfill by commercial <br />haulers. For every ton that is delivered to the landfill, a surcharge is imposed. This is <br />collected by the County and then dispersed to the cities based on population. <br /> <br /> Mr. Brozosky was aware of the surcharge on commercial haulers and wondered if <br />it also applied to residential properties. <br /> <br /> Mr. Fialho pointed out that the surcharge is imposed on commercial haulers with <br />most haulers passing the surcharge on to the consumers, residential and business owners. <br /> <br /> Ms. Ayala was pleased about the program, as it will provide education to the <br />young children in the community. <br /> <br /> Jill Buck, Program Coordinator, mentioned the Go Green Initiative Program <br />would not only benefit the students but the community at large. One of the key factors <br />that make this program desirable for Measure D funds is that it has documented waste <br />diversion data to support its success. It is not jnst an education program, rather it is a <br />program that has numbers behind it. Alameda County has an additional goal as well, <br />which is not a State mandate, to reduce all conffibufions to the landfill to 75 percent. <br />Although we are not at the 50 percent mark, school waste and recycling will help the <br />community at large reach that goal and will help in avoiding the requisite fines that might <br />come our way if we cannot reach the 50 percent mark. The PTA Go Green Program is not <br />just about recycling. She outlined the five elements of the program: (1) G - Generate <br />compost, natures way of recycling; (2) R- Recycling of paper, plastics and aluminum <br />while encouraging the schools to purchase recycled materials and provide them the <br />information to do so; (3) E - Education, educating students and teachers and those in <br />decision making roles in the school district as to how they can become more <br />environmentally responsible; (4) E - Evaluate anviroumental impact of all activities, <br />evaluating everything bom what type of pesticides are used on the playgrounds to energy <br />consumption; and (5) N - Nationalize principles of paper consumption, looking to <br />increase online communication, using double sided paper whenever possible and <br />recycling paper.
