state affiliates have endorsed this program. The motto for this program is "Saving the
Planet One Child at a Time." To conclude her remarks, she thanked Council for creating
a type of environment that has made the piloting of this program successful.

Ms. Hostcmian thanked Ms. Buck for her time and energy she has put into
developing the program.

Ms. Ayala concurred with Ms. Hosterman's comments.

Matt Sullivan, 7882 Flagstone Drive, a member of the Planning Commission and
Energy Committee, agreed that Ms. Buck is a tremendous asset to the community. He
strongly supported the Go Green Initafive and mentioned that Ms. Buck and the PTA
had put together a pwgram that has demonstrated success in diverting waste from our
landfill. We are short of our goals, and are currently facing a deadline extension from the
County. He believed this program would help the community meet the goal of 50 percent
recycling diversion and avoidance of a potential $10,000 a day fine. The PTA has
worked hard to develop an effective program and as a result, should be awarded the funds
that are available. Based on its success, the program should be implemented and funded
to non-PTA schools. He agreed this is a great use of Measure D funds and saw it as
disincentive to waste and an incentive to fund programs like this to reduce waste. This
program is a great compliment to the work already undertaken by the City. Again, he
urged the Council to approve this grant.

It was moved by Ms. Hosterman, and seconded by Mr. Brozosky, to adopt
Resolution 03-104 authorizing the City Manager to execute an agreement awarding
a $45,000 grant in Measure D recycling funds to the Pleasanton Parent Teachers
Association (PTA) to implement the Go Green Initiative at various PTA certified
school sites, and to allocate an additional $45,000 in Measure D recycling funds to
the City's 2003/04 Operating Budget to fund recycling initiatives and programs at
non-PTA school sites.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman, and

Mayor Pieo
NOES: None
ABSENT: None
ABSTAIN: None

Mr. Brozosky referred to an email from Judy Symcox that was presented to
Council this evening. He paraphrased some of her comments for the record. He noted
that she agreed with the program but had an issue with the name. She believed the name
of the program, "Go Green Initiative" showed support for a political party and should not
be at the school level. He directed his comments to staffand stated that as we are
approaching our 2004 deadline for our extension for diversion, he would like to see us
spend some our recycling money now so that we may achieve our goals of 50 percent.

Pleasanton City Council 13 09/16/03
Minutes
