she felt relief after receiving word of the appeal being withdrawn or feeling for her <br />neighbor. This issue has polarized the neighborhood and created ill feelings. <br />Historically, this has been a friendly neighborhood and she would prefer to keep it that <br />way. She asked for other suggestions besides circulating a petition to initiate the <br />rezoning. <br /> <br /> Again, Mayor Pico emphasized the need to have a strong indication from the <br />neighborhood or a petition of a significant majority of the neighborhood that indicates <br />they want the City to pursue the rezoning. Short of that, the City would probably not be <br />prepared to act independently. <br /> <br /> To offer another perspective, Ms. Ayala indicated that this is a town that has <br />plenty of neighborhoods similar to Ms. Karo's. Even ifa two-thirds consensus were <br />reached, this would be starting a trend in like neighborhoods in Pleasanton. She believed <br />her approach would provide Ms. Karo an opportunity to go back and review the original <br />CC & R's. She would then have a better idea as to what the Council would ultimately <br />end up dealing with at its level. She believed that if Ms. Karo's neighborhood is sincere <br />about this, they should start at the grassroots level with the CC & R's, which is where it <br />originally started. <br /> <br /> Ms. Hosterman felt Council needed to hear from a substantial percentage of the <br />neighborhood before Council would be willing to look at changing zoning ordinances. <br />This would allow Council the opportunity to enter into a discussion as well as researching <br />and looking at all the various ramifications, for not just their neighborhood but how it <br />may reverberate throughout the entire community. Based on her understanding of CC & <br />R's, she was aware they expire after a certain period of time and that the only real remedy <br />would be a zoning change. Again, she reiterated the need to hear from a large majority of <br />the neighborhood that this would be the direction they wanted to proceed with before <br />Council would be willing to consider the matter. <br /> <br /> Ms. Ayala recommended Ms. Karo attend the General Plan community meeting <br />tomorrow evening. This would be the proper forum for her to voice her concern, as this <br />is something that could potentially affect the entire community. <br /> <br /> Mayor Pico officially closed the public hearing and noted the Siner application <br />had been withdrawn. <br /> <br /> Mr. Brozosky informed Council of his opportunity to speak with the Siners. He <br />asked them if there were any way they could find something that would work that would <br />make the neighbors happy with a second story addition. He indicated that the property <br />owners spoke with their architect and received some plans back that made it better for the <br />neighbors, but would not be useful to them and would cost more. They decided against <br />going with a more expensive plan, which they did not like, and instead, to go back to the <br />drawing board.
