speeding, the drivers are not slowing down for pedestrians and are going over the solid
yellow line. Due to the heavy traffic volume of tracks going in and out at the same time,
several people have had to jump off'the side of the road. If speeding could not be
enforced, she wondered what would happen when 700 plus golf course cars are
introduced on their streets.

Ms. Host~mxan wondered why there were ongoing complaints, and asked if there
was a way for the Project Manager to sit down with the contractors and inform them that
they are going through a neighborhood and stress the need to slow down on the way to
and from work.

Mr. Wilson mentioned there is currently a change in emphasis on the
constmetion, as the contractor is in the process of bringing in large truckloads of gravel
for the roads. He has expressed the city's concerns regarding speeding related to
construction traffic with the President of the company and has had similar conversations
with the supervisor who is also on site. They have both indicated to him that they cannot
necessarily control the traffic because it is not their firm delivering the gravel. Today two
police officers were sent out to the project to enforce the speed limit but at the time they
were there, tracks were not speeding. He explained that staff is fairly limited in
controlling the speeding, as there is nothing in the terms of the gnlf course contract that
would require drivers to go the normal speed limit. Staff is trying to stay on top of it but
is somewhat limited most of the roadways are in the county.

Mr. Bmzosky asked if there were any signs posted at the entrance of Sycamore
that would alert constructions tracks they are entering a residential neighborhood and
would need to adhere to the speed limit of 25 miles per hour.

Mr. Wilson said there are no specific signs for construction traffic. There do exist
speed limit signs that say 25 miles per hour. He mentioned truck drivers are motivated by
trying to get their loads in and out as quickly as they can. Staffcannot control when they
go up the street, but staffcan control when they let go of their load. So if they get there
early, they will not be allowed to unload, which leaves them no incentive to start early.

Jerry Wagner, 6344 Alisal Street, mentioned the constant noise of traffic going
down Sycamore, Alisal and Happy Valley Road. He noted that there is too much traffic
on those streets, that the noise is annoying and that it is not safe. He felt the City should
not allow construction work to be done on Saturdays and Sundays for any type of
construction or work on the golf come.

In response to Mr. Bmzosky's question regarding the days allowed for
construction work at the golf course, Mr. Wilson stated that construction is allowed on
Saturdays.

Kevin Close, 871 Sycamore Road, concurred with the previous speakers'
comments related to traffic. He felt the increased traffic was due to the impact of the golf
course and not related to the General Plan or local traffic.
