Ms. McKeehan responded that it would not guarantee her a house but would
move her to the next step. There is still the bank loan qualification process.

Mayor Pico would like this placed on a future agenda but based on information
provided by the City Attorney and the City Manager, this is not under the purciew of the
Council to make the judgment and decision.

Ms. Ayala suggested that a committee comprised of two Councilmembers and
City staffmight be helpful in reviewing the matter.

Councilmembers Ayala and Campbell volunteered to review Ms. Smith's
application with staff.

Mayor Pico informed Ms. Smith that if Councilmembers Ayala and Campbell
believed this should come back to the full Council they would make that
recommendation. Until then, Council will rely on the recommendation of City staff.

Jack Dove, 5250 Case Avenue, S110, addressed Council regarding affordable
housing for the entire community. He felt seniors and families in the community are
treated fairly when looking for housing. What he is hoping to do is to address a present
problem the City is currently facing, given the General Plan requirement and the recent
review by the Housing Element Committee, and the State. A number of things are
happening in the community and unfon~mately, a number of things have not been
addressed. He strongly felt there is a lack of a cohesive community regarding affordable
housing. He suggested that Council seriously consider the proposal for his plan for
affordable housing.

Frank AufDer Muar, 4558 Bernal Avenue, concurred with Mr. Dove's
comments. There are several pieces of property which could become vacant and help
meet the affordable housing requirernents. He would be willing to meet with staff and
was hopeful for Council's support.

Mayor Pico encouraged Mr. Dove and Mr. Auf Der Maur to talk with the Housing
Commission. He mentioned that in the past, Council has tried to cut the comers of the
process, be it the Foothill or the Stoneridge project, and has expedited the process to get
folks qualified for credits. He relayed the Council's support and invited everyone to
participate in the General Plan process.

Vanessa Kawaihau, 871 Sycamore Road, mentioned that she sent several emails
and made phone calls to the Pleasanton Police Department concerning speeding by
construction workers. She has recorded vehicles speeding past her house at 30, 35 to 40
miles per hour, starting as early as 7:25 a.m. She felt the golf course construction should
not start before 8 a.m. She mentioned she had received a call fxom Public Works
acknowledging that they will work on the early morning start. This would be appreciated
by many families who have to get their children to school and eaunot get out of their
driveway due to the caravan of incoming and outgoing gravel macks.
