Along with the affidavit, she felt it <br />proves her residency. <br /> <br /> In response to Mayor Pico's question, Ms. McKeehan confirmed that a citizen <br />does have the right to request that a matter be placed on a future agenda. <br /> <br /> Ms. Hosterman believed this would provide the Council an opportunity to <br />understand, in more detail, the process and procedures by which an applicant goes <br />through to qualify for affordable housing. <br /> <br /> Ms. McKeehan noted it is different when talking about generalities, rather than <br />specifics ora particular application. Because there is a lot of conflicting information in <br />this application, staff will provide the information to Council. An independent company <br />was used to evaluate this application, which identified all kinds of conflicts. <br /> <br /> Ms. McKeehan stated that the individual did not meet the criteria as of the date of <br />the application. The City would like to provide Ms. Smith with a house and she is the <br />kind of applicant the City would like to have. Unfortunately, the application packet she <br />submitted does not match everything that is now being said, which makes it very <br />difficult. <br /> <br />Mayor Pico inquired as to the formal appeal process. <br /> <br /> Ms. McKeehan stated that there is no formal appeal process to the Council. She <br />invited members of the Council to review the matter with staff. <br /> <br /> Mr. Campbell asked if it would be possible to talk about the matter in closed <br />Session instead of discussing it at an open meeting. <br /> <br /> Ms. McKeehan stated that this would not meet any of the closed session <br />requirements. <br /> <br />Mr. Roush concurred. <br /> <br /> Based on a meeting last week with city staff, Ms. Smith and a family friend, who <br />is an attorney, seemed to understand the difficulties of the application. Staffunderstands <br />why she is appealing and is hopeful to get her through the process, as she is not out of the <br />process yet. There are difficulties in Ms. Smith's receiving an affordable home based on <br />the point category she currently is in. <br /> <br /> Mayor Pico felt that Ms. Smith had the right to ask for the matter to be placed on <br />a future agenda. <br /> <br /> Assuming she does get the point, Mr. Brozosky asked if this would guarantee Ms. <br />Smith the house, or would it simply put her higher on the list. <br /> <br />Pleasanton City Council 6 09/16/03 <br />Minutes <br /> <br /> <br />
