The roll call vote was taken as follows: <br />AYES: Councilmembers -Ayala, Campell, Brozosky, Hosterman, and <br /> <br /> Mayor Pieo <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Councilmember Brozosky thanked staff for placing the General Plan Forum on <br />line. This will allow our community to discuss the General Plan Update that is currently <br />in progress. He noted that the General Plan Online Forum, as it currently exists, has a <br />main discussion item of "General Plan" with no information. We expect people to <br />register to the site and to add anything they want. He believed this is like asking people <br />to comment on a blank piece of paper or to read the full General Plan to see what a <br />General Plan is. To promote conversation within the community, he felt that we need to <br />seed the discussion board with topics for people to respond to and provide the ability for <br />people to add additional topics. He believed the most effective way to accomplish this is <br />to set up a discussion thread for each General Plan Element (e.g., Land Use, <br />Conservation, Circulation, etc.) and then under each of those threads, staffcould enter a <br />new thread for each of the issues from the last action report. Although the issues can be <br />found on the website if one knows where to look, he felt that we could stimulate <br />conversation by entering these as discussion threads on the Forum so people can easily <br />respond to them or add new items. <br /> <br /> In response to an inquiry by Mayor Pico, Mr. Bocian informed him that the <br />existing General Plan is on the website and noted that staff has created a General Plan <br />page which has a Message Forum, the General Plan itself, staff reports related to the <br />General Plan, and also a schedule of the General Plan meetings. He reported that there <br />are no direct links fi.om the Message Forum to the issues that Councilmember Brozosky <br />is referring to. Essentially, staff set up the Message Forum to show one subject area or <br />one thread that is the General Plan. Staff did so based on Council's decision that it be an <br />open forum for conversation, meaning the public would be allowed to create the threads <br />of the subject area that they choose to discuss and people could reply to those subject <br />areas. He mentioned that when Councilmember Brozosky first approached staff to do <br />this, technically staff could do it, but staffwas concerned that it was not necessarily in <br />line with the Council's direction of creating an open forum. What we would be doing <br />would be to create subject areas and topics for people to comment on and within specific <br />subject areas, which are the General Plan Elements. This could potentially help to allow <br />someone to go to a particular topic and comment on it and then create a thread. On the <br />flip side, he believed this did not fit in with the Council's action and could be confusing <br />to people who might want to make a comment on something without knowing where it <br />fits. <br /> <br />Pleasanton City Council 29 10/07/03 <br />Minutes <br /> <br /> <br />
