In response to an inquiry by Ms. Ayala, Mayor Pico indicated that he is a member
of the liaison committee with the City of Livermore. He noted that the committee did not
have a discussion on the General Plan and has not had a meeting with the City of
Livermore for about three months. He informed her that the committee did meet earlier
and talked about Pleasanton's request to have representation on the Livermore Airport
Committee.

Ms. Hosterman noted that she did not have an opportunity to read through the
General Plan. She did read the staff report and the letter and believed the letter disclosed
those issues that are most important to her and the City. She wondered what the City of
Livermore's time constraints were and where they were in the process. She would like to
take this opportunity to send the letter and ask both Mayor Pico and Councilmember
Ayala to follow up with a liaison meeting.

Mayor Pico noted that Livermore is currently on a short time frame and would
like to get this General Plan approved and adopted prior to Pleasanton's next Council
meeting.

Councilmember Ayala concurred with Ms. Hosterman's comments. She noted
she was particularly concerned about the airport issues. She believed there was a list
established and asked if the residents who lived near the Livermore Airport had been
noticed in the matter.

Mr. Swit~ informed her that those residents were not noticed concerning this
letter.

Mayor Pico pointed out that at the last Liaison Committee meeting, they
specifically talked about the airport issues and about Pleasanton obtaining a voice on
Livermore's airport commission. He noted that Pleasanton submitted a formal request,
and he followed up with the request by paying a formal visit. Since then, Livermore
placed it on its agenda. He believed that when we discuss transportation issues, we
would hear Livermore's concerns about what Pleasanton is doing to Livermore residents,
for instance, issues around the metering lights and issues around the extension of
Stoneridge Drive.

It was moved by Mayor Pico, seconded by Councilmember Ayala, to approve
and send the draft letter to include additional comments by Councilmember
Campbell related to working jointly with the City of Livermore for the development
of the Staples Ranch area; extending an invitation to the City of Livermore to
participate in Pleasanton's General Plan process; and directing staff to schedule a
liaison committee meeting for follow up in the matter.

Pleasanton City Council 28 10/07/03
Minutes
