Councilmember Ayala wanted to create a mechanism, or a media, that stimulated
thought, and believed Councilmember Brozosky to be absolutely correct. She also
believed that the general public does not know what a General Plan is.

Ms. Hosterman stated that she would support this is if Council believed it was of
value. From her standpoint, she thought it would be nice to have it more open so that
people have the opportunity to walk in and ask a question or make a comment. She was
afraid that in going this ronte, the discussion would be more one on one.

Mr. Brozosky reiterated again that he does not believe most people in the
community know what a General Plan is, and noted that the majority would not be able to
provide comments.

Mr. Campbell expressed his concern regarding staff's time and the amount of
time it would take to create the threads.

Mr. Bocian indicated creating the threads would not take much time.

It was moved by Ms. Ayala, seconded by Mr. Campbell, to direct staff to add
General Plan threads for each plan element and to enter the issues as separate
threads under each plan element using the same format as reflected in the staff
report to Council on August 28, 2003, but not precluding a blank sheet for residents
to bring forth any subject matter they want.

The roll call vote was taken as follows:
AYES: Couneilmembers -Ayala, Campell, Brozosky, Hosterman, and

Mayor Pico
NOES: None
ABSENT: None
ABSTAIN: None

7. MATTERS INITIATED BY COUNCIL

Mr. Campbell requested staff to prepare a proclamation or commendation in
honor of the Balloon Platoon's 30th Anniversary. Council concurred.

Ms. Ayaia requested staff to initiate a design competition for the Bemal Park.

Council determined this should be discussed at the October 28th Bemal Property
Workshop.

Ms. Ayala also requested staff to review and provide recommendations related to
Council regarding the Green Building Residential 50 Point Standards. Council
concurred.

8. CLOSED SESSION

Pleasanton City Council 30 10/07/03
Minutes
