Ms. Hosterman stated that she would reluctantly support the motion. She expressed her concern regarding how the rural quality will be maintained. Mayor Pico noted that Council worked on the Specific Plan and the guidelines within the Plan for a long time. He informed her that there are protections in the Specific Plan, and staff does review any application for a custom home. By doing this, we are also requiring the Planning Commission to do the same. He believed there was sufficient oversight for this project. Ms. Ayala encouraged as much funding for the bypass road as possible.
