He <br />also expressed his concern with the lack of progress on the promised bypass road for golf <br />course traffic. It was his hope that funds could be used towards the bypass road project, <br />which he believed is the City's responsibility. <br /> <br /> Mike Peel, 3713 Smallwood Court, urged the approval of PUD-31. He mentioned <br />the graciousness of the Adams' family in allowing the use of their personal driveway for <br />city vehicles, personnel staff, construction vehicles, and equipment for over a year. He <br />noted that time is of the essence and urged Council to give the Adams back their lives by <br />approving PUD-31 without further delay. <br /> <br /> Kevin Close, 871 Sycamore Road, concurred with Mr. Schliewe's comments. He <br />believed that the goal of smaller homes in rural neighborhoods was missed and was not <br />consistent with the rural makeup of the existing community. He agreed with the Planning <br />Commission in that they should review all custom homes in the PUD. He wanted the <br />rural community intact and suggested staff work this out and return to Council with a <br />better recommendation. <br /> <br /> Vanessa Kawaihau, 871 Sycamore Road, concurred with Mr. Adam's comments <br />as he has made certain concessions and has had to live with the construction traffic. <br />Because he resides in the City, she believed he and Mr. Wentworth's properties should be <br />looked at differently. She encouraged Council to direct staff to adopt some language that <br />would help preserve the rural character and the ability to keep animals in the Happy <br />Valley area. <br /> <br /> Mayor Pico stated that he is not personally interested at this time to amend the <br />Happy Valley Specific Plan. He also did not want to take any action that would impact <br />unincorporated areas at this time, and would like to limit the action that Council might <br />take to those properties that are in the existing City limits. He believed Council could talk <br />about limiting the size of houses to he built, although it could be leR to staff`or the <br />Planning Commission. Since there are only about three or four additional houses that <br />might be built on these two parcels, he would be willing to require that the design plans <br />for these be reviewed and approved by the Planning Commission to help mitigate some <br />of the concerns that surrounding neighbors might have about the design. <br /> <br /> Mr. Brozosky concurred with Mayor Pico's comments. He did not believe floor <br />area ratios were required in order for the Planning Commission to make findings to <br />determine whether a house fits in with the rural area or not. <br /> <br /> In response to an inquiry by Ms. Hosterman, Mr. Switt stated that the Planning <br />Commission does not see everything that goes through the approval process even in <br />unincorporated areas of Happy Valley. Currently, staff is reviewing applications that <br />occur in the unincorporated area of Happy Valley and the County Zoning Administrator <br />makes the decisions, not the County's planning commission.
