Mr. Brozosky did not believe BART would have enough capital to increase the parking
structure by two floors later on and people should assume that whatever parking is built at the
beginning is all there will be.

Ms. McKeehan indicated many elements of the agreements are to protect the Stoneridge
Shopping Center and the City of Pleasanton from some of the negative aspects that sometimes
come with a BART station. Stoneridge wanted to make sure the additional two stories could be a
possibility and not prevented by the basic infrastructure.

Mr. Bmzosky still had concems about parking and the impact on surrounding businesses.
He asked if studies had been performed to see who would be using this BART station versus the
one on the east side. Would it be people from San Ramon, Dublin, Danville, etc.?

Ms. McKeehan responded that the EIR indicated people coming fi.om the north would be
inclined to use this station. The concept is that people would not want to drive east in order to
then travel west. That is one of the reasons there are more parking spaces on the Dublin side of
the station.

It was moved by Mr. Campbell, seconded by Ms. Hosterman, to approve the
Memorandum of Understanding between the San Francisco Bay Area Rapid Transit
District (BART), the City of Pleasanton, and Stoneridge Properties LLC; and the
Supplement to BART MOU between the City of Pleasanton and Stoneridge Properties
LLC, and to authorize the City Manager to execute said agreements.

Ms. Ayala wanted to amend the motion to add a provision that if the two stories were
added to the parking structure, that the parking structure would not be above the height of the
office building. She asked if that were part of this agreement.

Mr. Swill said it is not part of the agreement now, but could be added. He did not believe
anyone would object since it has been demonstrated that the height of a seven story parking
structure would be eight to ten feet lower than the proposed office building.

Mr. Campbell and Ms. Hosterman accepted the amendment.

The roil call vote was as follows:
AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman, and Mayor Pieo
NOES: None
ABSENT: None
ABSTAIN: None

Pleasanton City Council 16 08/19/03
Minutes
