Ms. Ayala agreed with the Mayor's comments. She said the Specific Plan was predicated <br />on the fact that this kind of development would be allowed in order to get everything in the <br />Specific Plan, including the elementary school. She has approved several developments in order <br />to get the infrastructure that was needed. She was disappointed that there is still a large piece - <br />the school - missing. <br /> <br /> Ms. Hosterman was not excited about this piece of the Vineyard Corridor, but she has <br />seen the number of residential units go from around 700 down to less than 200. It has been a <br />long process and she understood these are all pieces of the puzzle, which must occur in order to <br />get Neai School constructed. That is her goal. She did not like the amount of dirt to be moved <br />or the fact there will be homes on hillsides. Those decisions were made before she was elected. <br />She clarified that since there is an executed Development Agreement, Council cannot modify the <br />approved plan. <br /> <br /> It was moved by Mayor Pict, seconded by Ms. Ayala, to adopt Resolution No. <br />03-096, upholding the appeal and approving Vesting Tentative Tract Map for Tract 7399, <br />Northstar Construction and Development. <br /> <br />The roll call vote was as follows: <br />AYES: Councllmembers - Ayala, Campbell, Hosterman, and Mayor Pict <br />NOES: None <br />ABSENT: None <br />ABSTAIN: Councilmember Brozosky <br /> <br />Item 6c <br />Approval of Agreements Implementing Mitigation Measures for the Stoneridge BART <br />Station. (SR 03:236) <br /> <br />Brian Swif~ presented the staffreport. <br /> <br />Ms. Hosterman felt the staffreport addressed all the issues she had previously raised. <br /> <br />Mr. Brozosky asked what control the City of Pleasanton had regarding the station. <br /> <br /> Ms. McKeehan explained BART is a separate governmental agency. Under most <br />circumstances it could build a station with only minimum input by the City. In this case, it is a <br />public/private partnership including an office building on the Pleasanton side of the freeway. <br />The financing agreement with BART will help fund the project from revenue raised by the <br />property taxes from the office building and that agreement gives the City of Pleasanton a little <br />more control of the project than it ordinarily would have. The concepts of this agreement were <br />adopted about two years ago and the final document will come before Council soon. The design <br />of the office building will be processed through our Planning Department in the usual manner. <br />She commented that BART has been very cooperative with the City of Pleasanton over the years. <br />The Pleasanton/Dublin Liaison Committee will be looking at the design of the station soon and <br />she said it will soon be time for a joint meeting with the City Councils of Dublin and Pleasanton. <br /> <br />Pleasanton City Council 15 08/19/03 <br />Minutes <br /> <br /> <br />
