Mayor Pico withdrew his original motion. <br /> <br /> It was moved by Mayor Pico, seconded by Mr. Campbell, to replace Condition #124 <br />with the requirement that the applicant pay the connection fee for a 5/8 inch water meter <br />and pay for a water line to the edge of the Brozosky property (such that the Brozoskys can <br />tie into the line for emergency purposes) and if the Brozoskys wish to increase the size of <br />the meter, they would pay the incremental difference. <br /> <br /> Ms. Ayala suggested the developer provide the water line to the Brozosky property for <br />emergency use and if Brozoskys develop their land then they repay the developer. <br /> <br /> Mayor Pico said if the Brozoskys develop their land they would be required to bring their <br />water line in from the Vineyard Avenue area and would have to pay their pro rata share of fees <br />for the Vineyard Corridor infrastructure as well as pay the standard connection fee. The intent of <br />his motion was that this be for emergency purposes to mitigate the Brozoskys' concerns about <br />not having water for domestic uses. He explained the Brozoskys have the option of connecting <br />to the line or not for emergency purposes. They could decide whether they want to bear the cost <br />of running the pipe to their house or not. <br /> <br /> Ms. Ayala felt it was a mistake to eliminate the first sentence of Condition #124 - "The <br />Chrismans use of the joint Brozosky/Chrisman well shall not generally interfere with the <br />Brozoskys' ability to use the well water for domestic purposes." The Chrismans have total <br />availability to city water on all their parcels and Brozosky doesn't want city water at this time. <br /> <br />Mayor Pico said he would be agreeable to amending his motion to include that sentence. <br /> <br /> Mr. Campbell felt the Chrismans should still have access to the well even though they are <br />developing. <br /> <br /> Ms. Hosterman said the words "interfere" and "ability" are not really definable. It would <br />add to the ongoing contention. <br /> <br />The amendment was not accepted. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Campbell, Hosterman, and Mayor Pico <br />NOES: Councllmember Ayala <br />ABSENT: None <br />ABSTAIN: Councllmember Brozosky <br /> <br /> Mayor Pico said there was a lot of compromise in order to approve the Vineyard Corridor <br />Specific Plan. He has walked the Beflogar and Chrisman properties with staff and he understood <br />that it would be necessary to have significant grading on this particular parcel.
