communities. Pleasanton, Livermore and Dublin are hosting a celebration on August 16, 2003 to <br />honor the military. Arrangements have been made for twelve soldiers fi:om Fort Campbell, <br />Kentucky, to represent the units of the three cities and visit the area for the weekend of the <br />celebration. Dublin and Livermore have provided funding to help with the airfare and she <br />requested Pleasanton to do the same. Each of the cities have allocated $1,600 and she requested <br />Pleasanton to do the same. <br /> <br /> It was moved by Mayor Pico, seconded by Ms. Hosterman, to add an item to the <br />agenda regarding the request for funding. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman, and Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />The item was added as agenda item 6g. <br /> <br /> Kevin Close, 871 Sycamore Road, felt Happy Valley has a serious traffic problem <br />created by the Pleasanton golf course development and the construction equipment using the <br />narrow roads at what he believed were unsafe speeds. Once the golf course and new homes are <br />completed, there will be additional traffic. This can only be alleviated by construction of the <br />bypass road as soon as possible as required by the Happy Valley Specific Plan, the North <br />Sycamore Specific Plan and the General Plan. <br /> <br /> Tom Smith, 1070 Happy Valley Road, requested a copy of the traffic study prepared for <br />the Happy Valley area. He felt if an accident occurred involving traffic to or from the golf <br />course, the City could be liable because he believed the roads were unsafe because they are too <br />narrow. The bypass road should be a high priority for the City. Staff has said people who use <br />the road should be familiar with it and that its condition acts as traffic calming. He did not think <br />someone going to the golf course for the first time would be familiar with the road. He again <br />related the width of the lanes compared to the width of many vehicles. He urged Council to fund <br />and build the bypass road now with reimbursement from future development. <br /> <br /> Jerry Wagner, 6344 Alisal Street, referred to comments made at a recent call-in talk <br />show. Residents were told to call the County for law enforcement for traffic, unless it was for <br />construction related problems, in which case the Pleasanton police are to be called. He thought <br />this was a double standard. He then complained that the City was not building the bypass road <br />soon enough. He did not think the City would be able to obtain environmental permits to build <br />the road and also believed the million dollars in a fund means nothing because that can be moved <br />to another project any time. He did not agree with claims that property values of Happy Valley <br />residents would go up. He also complained about the width of Alisal Street and the lack of a <br />bike lane. <br /> <br /> Vanessa Kawaihau, 871 Sycamore Road, complained of speeding in the Happy Valley <br />area.
