Mayor Pico declared the public hearing open. <br /> <br /> Tom Mikkelsen, representing the East Bay Regional Parks District, indicated the District <br />supported the staff recommendation. <br /> <br /> Michael O'Callaghan, 125 West Neal Street, Suite C, supported the General Plan <br />amendment and rezoning, but had concerns about the traffic studies for the ultimate project. He <br />believed the trip estimates were based on 50% of other waterparks and wondered how that figure <br />was reached. He noted various factors that could influence that. He was also concerned about <br />the mitigation measures for Stanley Boulevard and noted there do not appear to be any <br />mitigations for traffic in other parts of the city, especially the downtown area. He felt there <br />would be a substantial increase in traffic and wanted further discussion. <br /> <br /> Ms. Hosterman shared his concerns, but those questions should be asked when the use <br />permit application is before the Council. <br /> <br /> Mr. Swift said staff would meet with Mr. O'Callaghan to get his concerns and would <br />address them in conjunction with the waterslide application. That would be before the Planning <br />Commission before coming to Council. <br /> <br /> Mr. Brozosky noted that in the existing condition of the additional ten acres, there would <br />be no increase in traffic from Council's action at this meeting. <br /> <br />Mr. Swirl agreed. Any change in use would require a design review hearing. <br /> <br /> Mayor Pico noted it would be hard to determine the impact of traffic now. Theoretically, <br />any change in traffic as a result of park use could be offset by what could have been permitted <br />under the Commercial Services District. <br /> <br /> Mr. O'Callaghan asked why there was so much traffic information in the staff report if it <br />did not apply to this negative declaration. <br /> <br /> Mr. Swirl explained that the negative declaration was for consideration when taking <br />action on the General Plan change and the rezoning. A more thorough review of the <br />environmental impacts and mitigations would have to be done when the application comes <br />before Council for expansion of the waterslide. <br /> <br />There being no further speakers, the public hearing was closed. <br /> <br /> It was moved by Ms. Ayala, seconded by Mr. Brozosky, to adopt Resolution No. <br />03-087, approving the application of Glenn Kierstead (California Splash LLC) to change <br />the land use designation of an approximately 10.77-acre parcel located at 3320 Stanley <br />Boulevard to the "Public and Institutional" designation, as fried under Case PGPA-07; and <br />to introduce Ordinance No. 1888, to be read by title only and waiving further reading <br />thereof, approving the application of Glenn Kierstead (California Splash LLC) for <br /> <br />Pleasanton City Council 8 07/15/03 <br />Minutes <br /> <br /> <br />
