The motion was defeated. <br /> <br /> Ms. Hosterman made a motion, seconded by Mr. Campbell, adopting Resolution <br />No. 03-081, for the adoption of the 2003-04/2004-05 Operating Budget as outlined in <br />Attachment A, including the 2003-04/2004-05 Community Development Block Grant <br />program as outlined in Attachment B and acting as the Library Board of Directors, <br />including the 2003-04/2004-05 Library Services Department Budget as presented in the <br />Operafing Budget. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Campbell, Hosterman, and Mayor Pico <br />NOES: Councilmember - Ayala and Brozosky <br />ABSENT: None <br />ABSTAIN: None <br /> <br />3. Adoption of the Capital Improvement Program Budget (SR 03:188) <br /> Mayor Pico asked if there were any amendments to the Capital Improvement Budget. <br /> <br /> Mr. Bmzosky wanted to keep the money currently in the Civic Center fund, but that any <br />new monies received marked for the Civic Center be moved to the Fire house conversion <br />downtown. <br /> <br /> It was moved by Mr. Brozosky, seconded by Ms. Ayala, to keep the money in the <br />civic center reserve, but any new money be moved to the fire house conversion so <br />construction can start in 2004/05. <br /> <br /> Ms. Hosterman said she was interested in this approach, but would rather not identify <br />from which source the money came but allow staff to provide input as to where that money <br />might come from. <br /> <br /> Mr. Brozosky replied that his concern was the reserve of $10 million for a Civic Center <br />with no Master Plan. The fire house conversion is good for the downtown area and cultural arts. <br />He wanted to make sure the money was directed toward that project. <br /> <br /> Ms. Host~lman said she supported funding that project sooner rather than later. She was <br />not comfortable with specifying where the money came from. <br /> <br /> Mr. Brozosky withdrew his motion. Ms. Ayala withdrew her second. <br /> <br /> Mr. Brozosky made a motion, seconded by Ms. Hosterman, to allocate $6 million for <br />the Fire House conversion by fiscal year 2004-05. <br /> <br />Pleasanton City Council <br />Special Meeting <br />Minutes <br /> <br />3 06/24/03 <br /> <br /> <br />
