Mr. O'Malley said yes, without a doubt.

Mayor Pico believed the fanding so far has been well spent. He referred to the regional
water summit organized by the TVBC. As far as how Pleasanton would be directly benefited,
one of the concepts was for use of recycled water in Pleasanton and there will be a line for
reclaimed water out to the golf course in Happy Valley. Some of that water could be used in the
little valley beyond the golf course that could have rich soil to be used for a farm. That would
further buffer development on the south side of Pleasanton. He supported more regional
partnerships between the cities, counties, private enterprise, organizations like Vision 2010, etc.
He supported giving another $25,000 to the Tri-Valley Business Council to get the more detailed
studies.

Mr. Campbell was very supportive of the work of the TVBC. He believed the soul of a
community lies in its open space and to preserve that open space one must make agriculture
vibrant. What the TVBC is trying to do is essential to the health of the valley.

It was moved by Ms. Ayala, seconded by Mr. Brozosky, to adopt Resolution No.
03-080, approving the request from the Tri-Valley Business Council for $25,000 to assist
with the implementation of the Tri-Valley Agricultural Enhancement Plan.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman, and Mayor Pico
NOES: None
ABSENT: None
ABSTAIN: None

7. MATTERS INITIATED BY COUNCIL

Ms. Ayala inquired about the contract with Comcast and asked where residents should
direct complaints.

Mr. Fialho said they should go to Comcast first and if not resolved, then to the City
Manager's office.

Ms. Ayala indicated the resolution establishing the naming of parks and other things was
adopted in 1966. She would like to add a clause that something could not be named after a living
person.

Mr. Roush felt it would be appropriate to send that item to the Parks and Recreation
Commission for review first. The Council agreed.

Ms. Ayala asked for an agenda item to discuss the 1-580 transit study presented by
BART.

Pleasanton City Council 17
Minutes

06/17/03
