Mr. O'Malley said Vision 2010 members tried to determine what the goals of the <br />residents were. They found a very important element was preservation of open space and that <br />urban growth boundaries were a very real thing. The TVBC supported that and tried to find a <br />win/win situation for property owners outside the urban boundaries. If they are successful in <br />protecting those boundaries and want to pursue the objective of jobs and housing balance, then <br />one has to change the way development occurs within the urban boundaries and to make better <br />use of the land. That is what the community planning and housing group works on. Another <br />vital part is how to move through the area, not just people but also goods and services. They also <br />work with school districts to prepare students for careers in the Tri-Valley. For example what <br />kind of careers are available and how does one prepare for one of those careers. He stated a <br />career forum had been held at Livermore High School on agricultural and environmental science <br />careers. Another forum was held regarding information technology. The basic intent of the <br />work of the TVBC is to get the community to where it said it wanted to be in the year 2010. <br /> <br /> Ms. Hosterman asked if it were still a good idea to work on the agricultural land <br />surrounding the communities and how best to keep those alive to prevent urban sprawl and <br />maintain healthy city cores. She asked if they had considered using the services of the Tri- <br />Valley Conservancy. At what point would the Conservancy take over some of the work, if ever? <br /> <br /> Mr. O'Malley said the basic intent of the TVBC is to set the stage for something to <br />happen. Once it starts to happen, they turn it over to those responsible. It has no ambitions for a <br />large staff. It only identifies issues and needs and starts people working to solve them. If there <br />is an organization willing to take this over and make certa'm the work continues, he was ready for <br />it. <br /> <br /> Mr. Brozosky referred to working with the community and asked if that was the business <br />community or the residential community. <br /> <br /> Mr. O'Malley said it was the residential community. The committees are comprised of <br />more landowners and residents than business people. <br /> <br /> Mr. Brozosky felt that much of what he has seen from the Business Council was <br />attacking what local governments want to do. When cities say they want fewer houses and less <br />traffic, the Business Council seems to be at odds. <br /> <br /> Mr. O'Malley asked for specific incidents, because he was unaware of any disagreements <br />with cities. <br /> <br /> Mr. Brozosky did not see many oppommities for agriculture in the City of Pleasanton and <br />did not see much value the residents would get back from their investment in the TVBC. <br /> <br />Mr. O'Malley said that is the kind of information that will be presented in January. <br /> <br /> Ms. Ayala said she had questions at the last allocation but she felt the TVBC is doing a <br />good job in a lot of different areas.
